
In a landmark agreement, BluJ Aero, ANERT, BPCL, and CIAL have signed a Quadripartite Agreement at the Global Hydrogen and Renewable Energy Summit in Kochi, Kerala held on 12th March 2025, to establish the world’s first hydrogen fuel-based aviation ecosystem. Supported by the Government of Kerala, this pioneering collaboration aims to drive the transition towards zero-emission flights and position India as a global leader in green aviation.
Quadripartite Agreement to Propel Hydrogen-Powered Aviation
The signing of the agreement marks a major step towards integrating hydrogen fuel into the aviation sector, with the four partners committing to key initiatives that will shape the future of sustainable air travel:

- Hydrogen-Powered Aircraft: BluJ Aero will design and manufacture next-generation, zero-emission VTOL (Vertical Take-Off and Landing) aircraft, with field trials of the Gen 2 Aircraft set to commence next month.
- Hydrogen Refueling Infrastructure: BPCL will establish hydrogen refuelling stations at strategic locations, facilitating the refuelling of hydrogen-powered VTOL aircraft and other vehicles as part of India’s transition to clean mobility.
- Airspace Integration and Testing Facilities: CIAL will allocate dedicated airspace and infrastructure to support trials and the integration of hydrogen-fueled aircraft into the aviation ecosystem.
- Renewable Energy and Policy Support: ANERT is helping shape policies and frameworks to accelerate hydrogen.

This quadripartite agreement reinforces India’s ambitious clean energy goals and its commitment to sustainable aviation. Commenting on the initiative, K.R. The quadripartite agreement formalizes the collective commitment of BluJ Aero, ANERT, BPCL, and CIAL to spearhead research, infrastructure development, and testing for hydrogen-powered aviation. Manu G, Airport Director, CIAL, emphasized the airport’s commitment to clean energy, noting, “As the world’s first fully solar-powered airport, CIAL is honoured to take this next step in sustainability. This partnership will help us build the necessary infrastructure for hydrogen-powered flight, positioning CIAL and India as leaders in green aviation”
