
South Eastern Coalfields Limited (SECL), a subsidiary of Coal India operating under the Ministry of Coal, has approved ₹170 crore for various Corporate Social Responsibility (CSR) initiatives for the financial year 2024-25. The investment aims to bolster healthcare, education, and skill development in the coalfield regions of Chhattisgarh and Madhya Pradesh.
The approved CSR budget exceeds SECL’s statutory allocation of ₹99.76 crore, reflecting the company’s strong commitment to community welfare. The projects will be implemented over the next two to three years through strategic agreements.
Major Initiatives Under SECL’s CSR Plan
Promoting Women’s Education
A key highlight of SECL’s CSR initiative is the construction of a 500-bed girls’ hostel at the National Institute of Technology (NIT), Raipur, at a cost of ₹48.19 crore. This fully funded project aims to provide a secure and conducive living environment for female students, encouraging higher education among women. The foundation stone for the hostel was laid by Vice President of India, Shri Jagdeep Dhankhar, on January 21, 2025.

Cardiac Care for Children
SECL has expanded its flagship healthcare initiative, SECL Ki Dhadkan, which focuses on treating children with congenital heart defects (CHD). On February 14, 2025, SECL, in collaboration with Sri Sathya Sai Sanjivani Hospital, Raipur, conducted a Gift of Life ceremony on World Congenital Heart Defects Awareness Day. The event marked the successful completion of 60 CHD surgeries under the initiative. SECL has approved ₹4.71 crore to support the treatment of 300 additional children across Chhattisgarh and Madhya Pradesh. Thirteen children have already benefited from this phase, ensuring that financial constraints do not hinder life-saving medical care.

Enhancing Digital Education
SECL is also making strides in digital education through its Digi Vidya program. A tripartite agreement between SECL, the Anuppur District Administration, and EdCIL India Limited will fund the installation of 265 smart classrooms and 84 science labs in 84 government schools in Madhya Pradesh’s Anuppur district. The project, valued at ₹13.73 crore, aims to improve the quality of education through advanced learning infrastructure.

TB Elimination Drive
In line with India’s 100-Day Intensified Campaign for TB Elimination, SECL has partnered with RK HIV & AIDS Research and Care Centre, Mumbai, to conduct screenings for 50,000 people across Chhattisgarh and Madhya Pradesh. The ₹3.82 crore project will also provide medicines and nutritional kits to 300 patients in key districts such as Bilaspur, Raigarh, Surajpur, and Anuppur.
Skill Development Initiatives
SECL is investing in vocational training by collaborating with the Apparel Training & Design Centre (ATDC), Gurugram. With a budget of ₹3.12 crore, the program aims to equip 400 underprivileged youths with skills in the apparel and textile sector, enabling them to secure employment or start their ventures.

Additional Key CSR Projects
SECL’s CSR efforts also include:
- Provision of a 3.0 Tesla MRI machine for Late Bisahu Das Mahant Memorial Medical College, Korba (₹28.08 crore).
- Financial support of ₹30.92 crore to the Vidisha District Administration, Madhya Pradesh, for addressing malnutrition, anaemia, and sickle cell anaemia screening.
- Establishment of a Multi-Skill Development Institute (MSDI) in collaboration with the National Skill Development Corporation (NSDC), benefiting 1,260 youths in SECL operational areas (₹6.87 crore).
