Clean Energy Policy 2025

The Assam Cabinet has approved the Assam Integrated Clean Energy Policy, 2025, alongside the allocation of land for a mega industrial park, in a strategic move to accelerate industrialisation and renewable energy investments. These approvals come ahead of the highly anticipated Advantage Assam 2.0 Investment and Infrastructure Summit, scheduled for February 25-26, 2025, in Guwahati.

Chaired by Chief Minister Himanta Biswa Sarma, the cabinet meeting underscored Assam’s commitment to bolstering its industrial and clean energy sectors. One of the key decisions was the allocation of 569 bighas of land in the Morigaon Revenue Circle to the Industries, Commerce, and Public Enterprises Department for the development of a mega industrial park. This initiative is expected to attract significant investments, foster economic growth, and create employment opportunities in the region.

In line with the state’s vision of becoming a hub for renewable energy, the Assam Integrated Clean Energy Policy, 2025, was also approved. The policy focuses on promoting solar, wind, mini and small hydro projects, pumped storage solutions, battery energy storage systems, green hydrogen, biofuel, and electric vehicle infrastructure. It aims to provide incentives to industries establishing clean energy projects in Assam, ensuring a robust framework for sustainable development.

Additionally, the state cabinet has endorsed the Assam Power Distribution Company Limited (APDCL) Board’s recommendation to issue Letters of Acceptance to successful bidders for a 250 MW solar plant and the development of solar park infrastructure under the Mukhya Mantri Sauro Shakti Prokolpo initiative. This move is expected to significantly enhance the state’s solar energy capacity and contribute to its broader clean energy objectives.


Highlighting Assam’s clean energy potential, Chief Minister Sarma emphasised the state’s opportunities in floating solar projects, bio-CNG, green hydrogen, and Aviation Turbine Jet (ATJ) fuel production. He reaffirmed Assam’s investor-friendly policies and its goal of achieving 3,000 MW of renewable energy capacity by 2030, further aligning with India’s national sustainability agenda.

Beyond industrial and energy developments, the cabinet approved the notification of Sikhna Jwhwlao National Park, a new protected area spanning 316.29 sq km in the Chirang and Kokrajhar districts. Strategically located between Raimona and Manas National Parks, this new conservation initiative aims to enhance biodiversity preservation and promote eco-tourism, contributing to environmental sustainability.

Further policy advancements include the approval of postgraduate increments for Ayurvedic doctors who have completed a three-year postgraduate course. The government has also sanctioned the establishment of Swami Vivekananda University in the Chirang district within the Bodoland Territorial Region (BTR), reinforcing the state’s commitment to higher education and skill development.

With these strategic initiatives, Assam is positioning itself as a leader in clean energy and industrial growth, fostering an environment conducive to investment and sustainable development. The forthcoming Advantage Assam 2.0 Summit is expected to serve as a pivotal platform for showcasing these developments and attracting further investment into the state’s burgeoning industrial and renewable energy sectors.
