
Prime Minister Narendra Modi addressed the 4th National Conference of Chief Secretaries in Delhi, emphasising the collaborative effort required to achieve the vision of a Viksit Bharat by 2047. Held from December 13 to 15, 2024, the conference brought together key stakeholders from states and Union Territories to deliberate on transformative policies for India’s growth.
The Prime Minister lauded the open discussions during the event, describing it as a reflection of “Team India” working towards inclusive development. He highlighted the principle of Pro-People Pro-active Good Governance (P2G2) as central to achieving the vision of a developed nation.
Discussions revolved around the theme of “Promoting Entrepreneurship, Employment, and Skilling – Leveraging the Demographic Dividend.” The Prime Minister encouraged states to foster start-ups, particularly in Tier 2 and Tier 3 cities, by creating entrepreneur-friendly ecosystems with access to banking, logistics, and simplified compliance processes. He stressed reforming governance models to enhance citizen participation and urged states to prioritize the “Reform, Perform, Transform, and Inform” approach.

In addressing sustainability, the Prime Minister underscored the significance of the GOBARdhan program, which transforms waste into wealth. He also called for innovative funding models, such as Viability Gap Funding, for e-waste recycling to reduce reliance on imports and manage rising digital waste. On health, the Prime Minister highlighted obesity as a major challenge under the Fit India Movement and reiterated the goal of making India TB-free by 2025, leveraging the grassroots efforts of ASHA and Anganwadi workers.

Urban development and mobility were key focus areas. The Prime Minister urged for specialized institutions in urban governance, water, and environment management to ensure cities evolve as centres of economic growth. Highlighting the need for adequate urban accommodation, he linked improved living standards to higher productivity in emerging industrial hubs.

Modi emphasised the importance of digitizing India’s ancient manuscripts, calling them a national treasure. He also stressed the need for updating the PM GatiShakti platform to include environmental and disaster risk indicators, ensuring comprehensive infrastructure planning.
The conference shed light on the Aspirational Districts and Blocks Programme, emphasizing the deployment of skilled officers in underdeveloped regions to drive socio-economic transformation. Women-led development was identified as a cornerstone for India’s growth, with discussions on fostering rural entrepreneurship, skilling initiatives, and formalizing the informal sector to create sustainable employment opportunities.
In a nod to India’s green energy aspirations, the sessions highlighted renewable energy and circular economy practices. Frontier technologies were explored as a means to address global challenges and position India as a leader in inclusive growth. Discussions on the PRAGATI platform focused on streamlining infrastructure projects for timely completion, while the Karmayogi program was seen as instrumental in democratising learning and strengthening citizen-centric governance.
The Prime Minister commemorated the legacy of Sardar Vallabhbhai Patel on his death anniversary, urging civil servants to draw inspiration from his vision. Modi likened the collective effort needed for a Viksit Bharat by 2047 to the united spirit of the freedom struggle, stressing that every Indian must contribute to this mission.
The conference concluded with a focus on harnessing India’s demographic dividend, leveraging innovation and fostering an inclusive economy to transition from a middle-income to a high-income nation.
