To deepen bilateral scientific ties, India and Slovenia have announced the finalization of a Programme of Co-operation (PoC) for the period 2024–2029. This initiative was solidified during a meeting held on December 5, 2024, between Union Minister Dr. Jitendra Singh and Slovenian Minister for Higher Education, Science, and Innovation, Dr. Igor Papič, in New Delhi. The meeting highlighted both nations’ mutual commitment to advancing scientific collaboration, with a particular emphasis on emerging technologies and sustainable innovation.
Dr Jitendra Singh, who holds the portfolio of Union Minister of State for Science and Technology, Earth Sciences, and the PMO, expressed his satisfaction with the growing cooperation between the two countries. He noted that the PoC will create new avenues for research and innovation by fostering stronger networks among scientists and researchers from both nations. “This initiative will open up opportunities for joint research in transformative fields such as hydrogen technologies and sustainable innovation, while also facilitating greater academic exchange,” Dr. Singh remarked.
The two ministers also reflected on the success of existing collaborative projects between India and Slovenia. To date, more than 20 joint initiatives have been implemented in diverse areas such as health, artificial intelligence, renewable energy, and smart cities. These projects have delivered tangible results, further strengthening the foundation for deeper scientific engagement. Dr. Singh expressed confidence that the new PoC would expand cooperation into new domains, building on these earlier successes.

Dr. Papič, who was accompanied by the Slovenian Ambassador to India, Mateja Vodeb Ghosh, and Economic Counsellor Tea Pirih, emphasized the importance of hydrogen technologies in the context of global energy sustainability. Both ministers discussed plans to focus research efforts on this critical area, to advance solutions for sustainable energy in the coming years.

The collaboration between India and Slovenia has a long history, rooted in an agreement signed in 1995. Over the years, this partnership has evolved through various initiatives, including the Joint Working Group on Scientific and Technological Cooperation. The upcoming Joint Committee meeting in Slovenia, scheduled for early 2025, will provide an opportunity to further refine the goals outlined in the new PoC.
What is the Programme of Cooperation (PoC)?
The Programme of Cooperation (PoC) is a formal agreement between two countries designed to enhance collaboration in specific sectors, such as science, technology, and innovation. In the case of India and Slovenia, the PoC for the period 2024–2029 aims to promote joint research efforts, academic exchanges, and partnerships in emerging fields like hydrogen technologies, sustainable innovation, and other transformative areas. The PoC serves as a structured framework for long-term cooperation, enabling both nations to develop networks among scientists and researchers while addressing global challenges through collaborative innovation.
