In the journey of West Bengal’s rise as a technology hub, Shri Nandan Bhattacharya stands as a foundational figure. Known as the “Father of Salt Lake Electronics Complex,” he transformed the state’s technology landscape and laid the groundwork for West Bengal’s emergence as an IT powerhouse.

Born on 2nd September 1940, Shri Bhattacharya began his career as a Telecommunication Engineer from Jadavpur University. His journey spanned decades, with his most impactful years as the Managing Director of WEBEL (West Bengal Electronics Industry Development Corporation Limited) from 1983 to 1998. Under his leadership, WEBEL grew from a state agency into a key player in India’s IT and electronics sectors, especially in the East.


One of his crowning achievements is the Salt Lake Electronics Complex. The 93- acre hub became a launchpad for some of the biggest names in IT, like TCS, Wipro, Cognizant, and SEMA. At a time when India’s tech industry was still finding its feet, Shri Bhattacharya ensured West Bengal wasn’t left out of the story, creating an ecosystem that attracted both global giants and local innovators.

Shri Bhattacharya was instrumental in implementing the Software Technology Park Scheme. This programme, initially managed by WEBEL before transitioning to Software Technology Parks of India (STPI) in 2008, played a key role in boosting software development and exports from West Bengal. Due to his foresight, the state began making waves on the global IT stage.

Beyond the boardroom, Shri Bhattacharya’s compassion and dedication to community welfare were legendary. Only a few know that he spearheaded blood donation camps in the 1960s—a movement that spoke volumes about his commitment to social causes. He was also an ardent sports fan, a skilled writer, and a cultural patron. His personality, both visionary and grounded, made him a respected figure across sectors.

Under his leadership, WEBEL organised Gateway 95, the state’s first International Exhibition and Seminar, linking West Bengal’s tech industry with international thought leaders. This milestone paved the way for events like Elcompo 96 and Gateway 97, which showcased Bengal as a global hub for tech innovation and collaboration.

Shri Bhattacharya’s legacy remains strong in West Bengal’s IT industry. His vision for a tech-savvy, globally connected West Bengal continues to inspire new generations of leaders. Today, as WEBEL celebrates 50 years, it stands on the shoulders of a visionary whose efforts made West Bengal a tech destination. The thriving Salt Lake Electronics Complex, the successful implementation of the Software Technology Park Scheme, and the international partnerships he fostered are all reminders of his lasting impact. His efforts have inspired countless individuals and companies, turning West Bengal into a promising land for tech aspirations.
