BDD stands for Bombay Development Department. The BDD Chawl Redevelopment Project is one of the largest slum rehabilitation projects in the world, undertaken by the Maharashtra Housing and Area Development Authority (MHADA).
The British constructed the BDD chawls at Worli, Naigaon, N.M. Joshi Marg, and Sewri in Central Mumbai between 1920 and 1922 under the Bombay Development Department (BDD). These structures, rumored to have once housed Satyagrahis during the Indian freedom struggle, were later converted into residential buildings to address the city’s acute housing shortage caused by an influx of migrants seeking jobs. Now over 100 years old, these chawls have outlived their intended lifespan. The external infrastructure, including water supply, sewage, and stormwater drainage, has deteriorated, making redevelopment the only viable solution. The maintenance costs of these buildings are rising, and their condition is rapidly worsening.
The current BDD chawls redevelopment project aims to transform 195 chawls at Worli, Naigaon, and N.M. Joshi Marg, providing 500 sq. ft. carpet area tenements to 15,593 tenants. The project also includes rehabilitating eligible hutments, dwellers, and stalls, thereby significantly improving living standards. The redevelopment of the BDD chawls at Sewri will commence after the Bombay Port Trust/Central Government hands over the land.
The project aims to redevelop dilapidated and overcrowded chawls (tenement buildings) in Mumbai into modern high-rise residential complexes. This massive undertaking involves:

PMAY Maharashtra aimed to develop 19.2 lakh affordable houses in 382 cities across the state by 2022. To hasten the development, MHADA tied up with private landowners to build projects in urban areas of the state.

In line with the Government of India’s vision of providing “Housing for All,” the Ministry of Housing and Urban Affairs is actively implementing the Pradhan Mantri Awas Yojana (PMAY). Launched in 2015, PMAY is a flagship scheme that aims to make housing more affordable and sustainable for the urban poor. As part of this initiative, the Konkan Board is playing a crucial role in constructing Economically Weaker Section (EWS) and Low-Income Group (LIG) tenements in the Mumbai Metropolitan Region (MMR).
In January 2024, PM Modi dedicated to the nation more than 90,000 houses completed under PMAY-Urban in Maharashtra and 15,000 houses of Raynagar Housing Society in Solapur, whose beneficiaries comprise thousands of handloom workers, vendors, power loom workers, rag pickers, Bidi workers, drivers, among others. He also initiated the distribution of 1st and 2nd instalments to 10,000 beneficiaries of PM-SVANIDHI in Maharashtra during the programme.

Kamathipura Redevelopment Project

The Pahadi Goregaon Project faced significant challenges, including regulatory delays, land acquisition issues, and the impacts of the COVID-19 pandemic. The Abhyudaya Nagar Project in Mumbai addresses the city’s acute housing crisis, with a shortage of approximately 1.2 million units and nearly 40% of the population living in slums, according to reports by the Ministry of Housing and Urban Affairs and Knight Frank India.
This MHADA-led redevelopment covers 33 acres in Parel, involving 48 aging buildings housing around 3,410 residents. Despite delays due to approval challenges and developer selection, the project aims to enhance residents’ living conditions, optimize land use through high-rise constructions, and generate revenue for MHADA by selling commercial spaces. MHADA is committed to overcoming these obstacles to successfully implement the project, offering a sustainable model for urban redevelopment.
