Rashmi Govil


Indian Oil Corporation Ltd has appointed Rashmi Govil as its new Director of Human Resources with immediate effect, the company announced on Friday.

Bringing to the table over three decades of industry experience, Rashmi’s journey within the petroleum refinery company began in 1994, when she joined as the Deputy Manager of Employee Relations. Since then, she has navigated through various leadership positions within the company. Prior to her tenure at IOCL, she commenced her career as a Management Trainee at Shcil Services. Rashmi boasts academic accolades including an MBA in HR and a Postgraduate Diploma in Finance.

Her appointment signifies a milestone as she becomes the second woman to secure a functional role within IOCL’s leadership hierarchy. This achievement follows her selection from a pool of 11 candidates recommended by the Public Enterprise Selection Board (PESB).


Announcing the appointment, Indian Oil stated, ‘Ms. Rashmi Govil has also worked at Indian Oil’s Refineries Headquarters and handled the challenging environment at the Unit at Mathura Refinery. Her rich and varied experience has provided her with a deep understanding of various functions, including compensation and performance management, recruitment, policy formulation, succession planning, and systems management. She is also recognised as an Industrial Relations expert.”

During the tumultuous period of the COVID-19 pandemic, Rashmi’s strategic vision and proficiency in employee relations played a pivotal role. She spearheaded the implementation of numerous HR policies to prioritize diversity, inclusion, and employee well-being, thus underscoring her commitment to organizational resilience and employee welfare.
