This is similar to the Singularity University finding solutions through the technologies of the future.
Whatever might be the branch of technology and its worldly usage, IT happens to be its front-end and the back-end. Its proper and effective usage means business and impact, which is one of its kind.

The knowledge, skill and competences are not owned by one entity, business or otherwise, this collaboration, facilitated by the government seems to be the only way forward.

The solutions will just not start falling from the cupboard, this would be an ideal beginning, certainly bringing all efforts on one right track and, henceforth, the results will follow.
The structure of its functioning, legally mandated with an ideal governing council and chief will give a head start, which would be one of its kind. Let its creation be the seizing of a historic opportunity.
Convergence of research is the way forward for cyber security.
