Azerbaijan Changes Rules for Granting Driver’s Licenses

In accordance with the amendments to the Law on Road Traffic, approved by Azerbaijani President Ilham Aliyev on 15 November 2011, registration of motor vehicles (obtaining certificate of registration and license plates) will be carried out after application in e-form. The amendments also say of use of one stop shop system for vehicle registration, technical inspection of vehicles in specially equipped places. In order to avoid the queues, it is planned to create conditions for payment of state fees and taxes through banks, post offices, plastic cards, introduction of e-control system for reception of documents and registration of cars, and creation of conditions for selection and order of numbers and combinations of letters through special terminals, including through the Internet.


Under the amendments, for passing inspection, the car owners may apply in e-form to select the appropriate time. Introduction of e-government system in the process of inspection is also envisaged.

The amendments to the law also eliminate mandatory training in driving schools to obtain the right to drive. Now one can take the exam for a driver’s license by having self-study
