To further e-governance, the central government has decided that a single agency to implement a modified scheme on National Land Records Modernisation Programme and handle the digitisation of land records, according to the second Administrative Reforms Commission's (ARC's) 11th report.  The report further said that Information and Communications Technology (ICT) holds the key 'to good governance and a vibrant democracy.'

Other possible e-Governance initiatives that can help streamline the process of governance, according to the report are, passports that can be issued in three days (or less), subject to police verification, and on the same day under the 'tatkal' scheme; the Unique Identity (UID) number project entrusted to the Planning Commission.
