The Korea International Cooperation Agency (KOICA) and the Department of Public Procurement (Ministry of Planning and Investment) announced plans for the establishment of an electronic procurement system in Hanoi, Vietnam. The project will establish a key e-bidding system, based on the Korean national e-procurement system, the Korea Online e-Procurement System (KONEPS).

The system has been experimentally used by three selected parties, including the Hanoi People's Committee, the Electricity of Vietnam (EVN), and the Vietnam National Post and Telecommunications Group. The Ministry of Planning and Investment and other relevant agencies will evaluate the results before drawing up a comprehensive plan to develop the e-procurement system. Before expanding the use of the system to all economic sectors; governmental bodies, state-owned enterprises and administrative agencies will be the first agencies to draw an advantage from the project.
