The Russian Government has approved the project to form e-government by 2010. e-Government is a new form of the government bodies operations, which makes easy and more efficient for the RF citizens to receive services and information about the government bodies activities through wider implementation of information and communication technologies.
The RF e-government is to be implemented in two stages by 2010. In the first stage, the necessary enactments and normative technical documents will govern the usage of the ICT to provide the citizens with the access to the information on the government bodies activities. The first phase of the project would be completed by 2008. During the second stage, typical department process solutions are to be replicated and implemented into the activities of government bodies. The project also provides with the possible ways of constructing the interdepartmental electronic communication, in particular, a system to secure the electronic document management.
