The Azerbaijan government, in partnership with the Innovation and Digital Development Agency (IDDA), has launched an ambitious program aimed at attracting Indian tech companies to its emerging IT hub. Offering 10-year tax exemptions and a streamlined relocation process, Azerbaijan is positioning itself as a prime destination for global tech firms seeking expansion in the Eurasian market.

The program, centered around Azerbaijan’s Technopark, provides unparalleled incentives, including 0% personal income tax on salaries up to $4,700, full exemptions from corporate, property, and land taxes, and zero taxes on dividends. To qualify, companies need just one year of operational history and a minimum of 10 employees, including two IT specialists or an annual revenue of 200,000 Manat.

In addition to tax benefits, the relocation process is made hassle-free with work permit exemptions for senior executives and IT professionals, as well as comprehensive assistance with residency permits, office setup, and lodging. “We warmly invite Indian tech companies to explore Azerbaijan’s thriving ecosystem,” said Pasha Aliyev, Regional VP of Soft-landing at IDDA. “We offer not just financial incentives but access to the vast Eurasian market and the opportunity to be part of our rapidly expanding IT landscape.”

This initiative supports Azerbaijan’s Vision 2030, focusing on digitalization, innovation, and tech entrepreneurship. With over $400 million invested annually in government-led IT projects, including the “mygov” platform and the Paperless Government initiative, Azerbaijan is quickly becoming a tech powerhouse. IDDA also plays a pivotal role in human capital development through its scholarship program Technest, further enhancing the country’s IT ecosystem.


“Azerbaijan is an ideal location for tech firms looking for growth and innovation,” added Aliyev, emphasising the country’s youthful, multilingual population and strong infrastructure. IDDA is also developing the Azerbaijan Innovation Center (AIM) in Baku, a physical hub designed to provide companies with access to funding, talent, and global networks.
