The Uttar Pradesh government has launched the “Sharda” scheme to find and enroll. School principals, instructors, and others will conduct a household survey to identify which children aren’t in school and enroll them in classes that are suitable for their ages. They will participate in social security programmes and obtain specialised training. The first part of the project, which will take place over two years, will start on April 1st, 2023. Special educators will contribute data from their monthly observations of 20 schools using the “Sharda” app.

As per a provision of the Right of Children to Free and Compulsory Education Act, 2009, children aged 6 to 14 who are not in school should be located, enrolled in age-appropriate classrooms, and given special instruction.

The “Sharda” initiative should be managed under the DM’s supervision in order to successfully carry out this provision, according to instructions that are occasionally given.

According to the instruction from Vijay Kiran Anand, director general of school education, all out-of-school children may be readmitted under the “Sharda ” scheme. Children who have never attended school can be split into two groups: those who were previously enrolled but left the institution before completing their education.


As per the order, school principals, teachers, shiksha mitras, instructors, and each BTC trainee will conduct a household survey in order to identify out-of-school children and enrol them in classes that are appropriate for their age.

This campaign will be conducted in two phases in the academic session 2023-24. In the first phase, children will be identified and enrolled in age-appropriate classes from April 1, 2023 to May 15, 2023. In the second phase, identification and enrolment of children of families affected by brick kiln mines and seasonal migration in age-appropriate classes will be done from July 1, 2023, to July 31, 2023.
