Kenya launched its National Information and Communication Technology Policy (NICTP) document.
Kenya's explicit targets in NICTP are much less multi-sectoral. The section on telecommunications indicates Kenya hopes to increase fixed lines per 100 inhabitants from the current 0.33 (rural) and 1.97 (urban) to five and 20 by 2015. An easy goal, ignoring multi-network subscription, is to increase mobile subscribers to 10 million by 2015. Other targets include establishment of Internet access nodes at all district headquarters by 2010 and expansion of international Internet bandwidth from 69Mbps to 1Gbps 2015. In education sector, all secondary schools and tertiary institutions are to have affordable Internet access by 2010, a target that shifts to 2015 for all primary schools.
