The Haryana government has carried out a major administrative reshuffle, transferring 26 IAS and HCS officers with immediate effect. The order, signed by Chief Secretary Anurag Rastogi, brings changes across several key departments and field-level positions.

J. Ganesan Gets Town Planning Charge
J. Ganesan (IAS, 2006 batch) has been relieved of the Food, Civil Supplies and Consumer Affairs and Housing for All departments. He has now been given charge of the Town and Country Planning Department and Director General, Urban Estate.
Ganesan will continue to handle the Citizen Resources Information Department and remain CEO of the SPVs for the Haryana AI Development Project and Haryana Clean Air Project.

Changes in Food and Housing Departments
Amneet P. Kumar has been assigned the Food, Civil Supplies and Consumer Affairs Department. She will retain charge of Sports and the Department of Future, while Foreign Cooperation has been transferred to Ashok Kumar Meena (IAS, 2006 batch), who also heads Urban Local Bodies.

Chander Shekhar Khare (IAS, 2008 batch) will now handle Housing for All and has been relieved of his charge as MD of HAFED. The HAFED responsibility has been given to Anish Yadav (IAS, 2014 batch).
Key Changes in Pollution Control and Infrastructure
Rajeev Ranjan, Principal Secretary, Labour, has been given additional charge of Fisheries.
Shekhar Vidyarthi, who handles Women and Child Development and Fire Services, has been appointed Chairman, Haryana State Pollution Control Board (HSPCB), replacing Vinay Pratap Singh.
Vinay Pratap Singh (IAS, 2011 batch) will now head HSIIDC and Haryana Financial Corporation, taking over charges earlier held by Sushil Sarwan. Sarwan has been moved to the Development and Panchayats Department and appointed Managing Director of the Haryana State Cooperative Apex Bank.
HARTRON, Warehousing and Urban Development
Rajnarayan Kaushik (IAS, 2010 batch) has been appointed Managing Director of HARTRON and the Haryana State Warehousing Corporation. These responsibilities were earlier with J. Ganesan and Sharandeep Kaur Brar, respectively.
Brar has now been appointed Director General, Urban Local Bodies.
Mukul Kumar, who was serving as DG Urban Local Bodies along with Hospitality, has been appointed Chief Administrator, HSVP, Panchkula. He will also head Gurugram Metro Rail Ltd and the Haryana Mass Rapid Transport Corporation, taking over these responsibilities from Khare.
Revenue and HCS-Level Changes
Mani Ram Sharma, Secretary, Health, has been shifted to the Revenue and Disaster Management Department and appointed Chief Settlement Commissioner.
At the HCS level, Neeraj Sharma (2022 batch) has been posted as Secretary, State Police Complaint Authority, replacing Yogesh Kumar Mehta, who will now head the Haryana State Food Commission.
Virat, OSD in the office of the Principal Secretary to the Chief Minister, has been given additional charge of Printing and Stationery, replacing Vivek Padam Singh. Singh has been posted as Administrator, HSVP, Rohtak.
Changes Among Estate Officers
Rakesh Saini has moved from Estate Officer-I to Estate Officer-II, Gurugram, while Anupma Malik will take charge as Estate Officer-I.
Jagdeep Singh, currently OSD to the Commissioner of Hisar Division, has been appointed Estate Officer, HSVP, Hisar, replacing Aanchal Bhaskar, who is on leave.
Posts Given Equivalent Rank
The government has also declared the posts of Managing Director, HAFED, and Managing Director, HARTRON, equivalent to the Super Time Scale of the IAS.
Meanwhile, the posts of Chief Administrator, HSVP, Panchkula, and Administrator, HSVP, Rohtak, have been placed at par with the Senior Scale.
The reshuffle covers departments ranging from food and urban planning to infrastructure, pollution control, revenue and district-level administration, marking a broad reallocation of responsibilities across Haryana’s bureaucracy.
