Saatvik Solar to Set Up 3.6 GW Solar Cell Plant in Odisha

Saatvik Solar Industries Private Limited has signed a Memorandum of Understanding (MoU) with the Industrial Promotion and Investment Corporation of Odisha Limited (IPICOL), Government of Odisha, to establish a 3.6 GW solar cell manufacturing facility at Gopalpur in Ganjam district.

The proposed project is part of the company’s broader plans to expand its manufacturing footprint in Odisha and strengthen the state’s renewable energy manufacturing ecosystem. The facility is also expected to create employment opportunities and support the growth of ancillary industries in the region.

Phase II Expansion Planned at Gopalpur

The proposed 3.6 GW facility will form part of Saatvik Solar’s larger manufacturing development at Gopalpur.


The company is already progressing with Phase I of its integrated manufacturing facility, which has reached several important construction and installation milestones and is moving towards commissioning.

According to the company, equipment installation and related activities are progressing, with manufacturing lines entering the final stages of installation, testing and validation.

Phase I Facility Moves Towards Operations

Saatvik Solar’s Phase I development at Gopalpur includes 2.4 GW of cell manufacturing capacity and 4 GW of module manufacturing capacity.

Construction and infrastructure work has advanced considerably, while equipment installation and testing are underway across the facility.

The project has also achieved a key power infrastructure milestone, with its dedicated 220 kV substation ready for energisation.

The company said the cell manufacturing line is on track for ramp-up shortly, while ALMM-II inspection is scheduled for September, marking another step towards commercial operations.

Phase II to Strengthen Integrated Manufacturing

Building on the progress of Phase I, Saatvik Solar is now advancing plans for the additional 3.6 GW Phase II solar cell manufacturing facility.

The expansion is expected to significantly increase the company’s integrated manufacturing capacity and strengthen its ability to cater to the growing demand for domestically manufactured solar products.

The company is targeting commercial production of Phase II by FY28.

Prashant Mathur Highlights India’s Clean Energy Opportunity

Mr. Prashant Mathur, CEO, Saatvik Green Energy Limited, said Odisha represents more than a manufacturing expansion for the company and reflects its ambition to build large-scale, integrated solar manufacturing capabilities.

He highlighted the company’s plans to scale its cell and module production while strengthening integration and supporting India’s clean energy and energy security goals.

Mathur said the Phase II expansion would help Saatvik Solar build greater manufacturing scale and respond to increasing demand for products manufactured domestically.

Boost to Odisha’s Renewable Energy Ecosystem

The Gopalpur expansion is expected to contribute to Odisha’s emerging clean-energy manufacturing ecosystem by bringing additional solar cell production capacity to the state.

Besides direct employment, the project could support activity across related areas such as equipment, logistics, engineering, services and other industrial operations.

With Phase I moving towards commissioning and the proposed 3.6 GW Phase II expansion, Saatvik Solar is looking to establish Gopalpur as an important base for its integrated solar manufacturing operations.

Focus on Domestic Solar Manufacturing

The project comes amid India’s broader push to expand domestic manufacturing capabilities across the renewable energy value chain.

Through its planned investment in Gopalpur, Saatvik Solar aims to increase manufacturing capacity, strengthen supply-chain integration and contribute to India’s efforts towards greater energy security and self-reliance.
