Making AI a Strategic Foundation for Uttar Pradesh’s Digital Transformation

Artificial Intelligence (AI) is rapidly emerging as one of the most transformative technologies of the digital era. Much like electricity, the steam engine and the internet changed the foundations of economies in earlier periods, AI is now influencing how industries, governments and societies operate.

Unlike technologies that affected specific sectors, AI has the potential to influence almost every area of economic and public life. From governance and healthcare to agriculture, education, manufacturing and financial services, its applications are expanding rapidly.

For Uttar Pradesh and India, the opportunity is significant. However, capturing the benefits of AI requires more than adopting applications and tools. It requires building capabilities within government, developing a strong research ecosystem, creating access to computing infrastructure and ensuring that data is available securely within the country.

The ability to participate in the AI economy will increasingly depend on whether India can develop the infrastructure, talent and institutional capacity needed to move from being a consumer of AI technologies to becoming a creator and innovator.


Developing AI Capability Within Government

Government departments are increasingly exploring how emerging technologies can improve efficiency, transparency and productivity. However, effective adoption requires a deeper understanding of AI within the public sector itself.

Creating dedicated institutional capacity can help government organisations understand AI technologies, identify suitable use cases and support their deployment across departments. Such a capability can serve as an anchor for AI adoption, helping government teams evaluate emerging technologies and determine where they can deliver measurable improvements.

Potential applications extend across public administration, including automated processes, data analysis, service delivery, monitoring and decision support. The objective should not simply be to introduce AI but to identify areas where it can improve productivity, increase transparency and deliver better outcomes for citizens.

A stronger understanding within government is also important for engaging effectively with startups and private technology companies. As the private sector develops new AI solutions, government institutions need sufficient technical understanding to evaluate proposals, identify genuine opportunities and create suitable frameworks for adoption.

Avoiding the Risk of Becoming an AI Follower

India’s experience with earlier technology revolutions provides an important lesson. The country became a major global player in software services during the internet era, but did not establish comparable leadership in several areas of computer hardware and foundational technology.

The AI revolution presents an opportunity to approach the next technological shift differently. If India fails to develop capabilities in AI research, infrastructure and applications, it risks becoming dependent on technologies developed elsewhere. This could limit its ability to influence the direction of the technology and capture the economic value emerging from it.

The AI opportunity therefore needs to be viewed as a long-term strategic priority rather than simply another technology adoption programme.

For Uttar Pradesh, this means creating an environment where government institutions, universities, startups, technology companies and researchers can participate in the AI ecosystem.

Data Centres Are Becoming the Factories of Intelligence

AI requires enormous computing power, making data centres a critical component of the emerging digital economy.

The most valuable output of an AI-enabled economy is increasingly intelligence generated from data and computing. Much of this intelligence is produced within data centres, where high-performance computing infrastructure processes large datasets and trains increasingly sophisticated AI models.

This makes access to computing infrastructure an important prerequisite for AI development. The availability of Graphics Processing Units (GPUs) is particularly important for training and running advanced AI models. However, GPU computing can be expensive when accessed remotely or through limited international capacity.

Locating sufficient computing infrastructure within India can reduce barriers for researchers, students, startups and technology companies seeking to experiment with AI.

Greater domestic availability of compute can therefore help democratise access to AI and encourage wider participation in the innovation ecosystem.

Closing India’s Data Centre Capacity Gap

India generates a significant share of the world’s data, but its data centre capacity remains comparatively limited. The country currently has around 1.7 GW of commissioned data centre capacity, with another approximately 1.8 GW under construction. Together, this represents only a small share of global data centre capacity despite India’s enormous volume of data generation.

The gap demonstrates the scale of infrastructure expansion required to support the country’s AI ambitions.

Increasing domestic data centre capacity can deliver benefits beyond computing availability. It can stimulate investment in power infrastructure, networking, storage, cooling systems and other associated technologies while creating opportunities for skilled employment.

More importantly, local capacity can enable Indian students, researchers and startups to access computing resources at more affordable costs.

Data Sovereignty Is Becoming Critical

The growing importance of data centres is closely connected with data sovereignty. As governments and businesses handle increasing volumes of sensitive information, keeping critical datasets within national boundaries is becoming an important consideration.

Policies requiring certain categories of sensitive data to remain within India are creating additional demand for domestic data centre capacity.

Healthcare data is one example where data localisation requirements are particularly important. As more sectors adopt digital platforms, similar considerations are likely to influence how critical datasets are stored, processed and secured.

Data sovereignty is therefore not only a regulatory issue. It is increasingly connected to national technology capability, cybersecurity and the ability to develop AI applications using domestic data and computing infrastructure.

Policy Support Can Accelerate Data Centre Investments

The expansion of data centre infrastructure requires significant investment in land, electricity, connectivity and supporting facilities. Government incentives can play an important role in attracting these investments.

Long-term policy support for the data centre industry can encourage companies to establish facilities within the country while reducing some of the costs associated with infrastructure development.

State-level policies are also becoming increasingly important as governments compete to attract data centre investments.

Uttar Pradesh’s approach includes incentives related to electricity connectivity, land and financing. Provisions such as reimbursement of eligible electricity costs, stamp duty benefits and interest subsidies can improve the overall investment environment for data centre projects.

Such policies can help create the conditions needed for large-scale digital infrastructure development.

Bringing Data Centres Closer to Users

Data centre development is also evolving beyond large hyperscale facilities. The concept of edge data centres focuses on placing smaller computing facilities closer to users and locations where data processing requirements are concentrated.

This can be particularly valuable for applications where latency is important. Intelligent transportation systems, healthcare applications, connected devices and other real-time services can benefit from computing infrastructure located closer to the point of use.

For a large state like Uttar Pradesh, distributed data centre infrastructure could support digital services across multiple cities rather than concentrating all computing capacity in a few major locations.

This can improve efficiency, reduce network dependence and support the expansion of digital services beyond large urban centres.

Balancing AI Training and Inference Infrastructure

Not all AI workloads have the same infrastructure requirements. A substantial share of data centre demand comes from AI model training, which requires significant computing power but is relatively less dependent on the physical location of the data centre.

AI inference, on the other hand, involves delivering responses from trained models to users and applications. Location can become more important because lower latency can improve the user experience.

This distinction creates opportunities for different types of data centre infrastructure.

Large facilities can support computationally intensive training workloads, while distributed and smaller facilities can support inference and real-time applications closer to users.

For India, developing both types of infrastructure will be important as AI adoption expands across consumer, enterprise and government applications.

Creating an AI Ecosystem Through Collaboration

AI cannot be developed or deployed effectively through the efforts of one sector alone. Government institutions can provide policy support and public infrastructure. Private companies can contribute technology, investment, and innovation. Startups can develop new applications, while universities and research institutions can strengthen scientific capabilities and talent.

A collaborative ecosystem can also help ensure that AI adoption addresses real-world challenges rather than remaining limited to experimentation.

For Uttar Pradesh, collaboration can open opportunities across agriculture, healthcare, education, governance, manufacturing and urban development. Government can provide the enabling environment while industry and research institutions bring technical capabilities and innovative solutions.

Ensuring People Are Prepared for the AI Era

AI will affect almost every sector, making workforce readiness another important part of the transition. The impact will not be limited to technology professionals. Administrative functions, professional services, manufacturing, agriculture, healthcare and other sectors will increasingly interact with AI-enabled systems.

Preparing people for this transition requires digital literacy, technical skills and the ability to work alongside intelligent technologies. The AI transition should therefore be approached as both a technology and human-capital challenge.

Turning AI Opportunity into Long-Term Transformation

AI presents India with an opportunity to shape the next phase of the global technology economy. But realising this opportunity requires a coordinated focus on research capability, government capacity, data sovereignty, computing infrastructure, data centres, talent and industry collaboration.

For Uttar Pradesh, the emergence of AI presents an opportunity to strengthen its digital economy and improve governance and public service delivery.

The state’s growing focus on digital infrastructure and data centre investments can become an important foundation for this journey. With adequate computing capacity, stronger institutional capabilities, and collaboration among government, industry, and academia, AI can move from experimentation to large-scale adoption.

The central challenge is to ensure that India does not remain merely a user of AI technologies developed elsewhere. Developing domestic capabilities can help the country become an active participant in the creation, deployment, and governance of the next generation of intelligent technologies.

The AI era is already underway. The choices made today around infrastructure, skills, research and policy will determine whether India becomes a leader in this transformation or follows the innovations created by others.
