The Delhi Government has carried out a major administrative reshuffle involving 16 IAS and DANICS officers, with changes across key departments including Urban Development, Finance, Home, Education, Food Safety, Environment and Forest, and Women and Child Development.
As part of the reshuffle, several officers awaiting posting have been assigned new responsibilities, while others have been moved to important administrative positions.
Vivek Pandey Appointed Secretary, Urban Development
Vivek Pandey (IAS: 2003, AGMUT), on joining the Government of the National Capital Territory of Delhi (GNCTD), has been posted as Secretary, Urban Development.

Vijay Kumar Bidhuri (IAS: 2005, AGMUT), who was serving as Secretary, Urban Development and also holding additional charge of Secretary, Environment and Forest and Chairman, Delhi Pollution Control Committee (DPCC), has been relieved of the Urban Development charge.
Key Secretary-Level Changes
Garima Gupta (IAS: 2004, AGMUT), who was awaiting posting, has been appointed Secretary, Administrative Reforms.
Amjad Tak (IAS: 2005, AGMUT), on joining GNCTD, has been posted as Secretary, Finance.
Ajay Kumar Gupta (IAS: 2009, AGMUT), who was awaiting posting, has been appointed Commissioner, Food Safety, with additional charge of Secretary, Home.
Arti Lal Sharma (IAS: 2010, AGMUT), who was awaiting posting, has been appointed Secretary, Irrigation & Flood Control.
Changes in Education and Social Welfare
Jitender Kumar Jain (IAS: 2013, AGMUT), Special Director, Employment, who was also holding additional charge of Commissioner, Food Safety, has been relieved of the additional charge.
Awanish Kumar (IAS: 2014, AGMUT), on joining GNCTD, has been posted as Director, Higher Education and TTE.
Ankita Anand (IAS: 2015, AGMUT), on joining, has been posted as Director, Education.
Veditha Reddy (IAS: 2015, AGMUT) has been transferred from Director, Education and posted as Special Secretary, Women and Child Development.
Changes in MCD and DUSIB
Dilkhush Meena (IAS: 2019, AGMUT), Deputy Commissioner, Municipal Corporation of Delhi, has been posted as Member, Delhi Urban Shelter Improvement Board (DUSIB).
Azharuddin Zahiruddin Quazi (IAS: 2022, AGMUT), Member, DUSIB, who was also holding additional charge of Chief Vigilance Officer for DTL, IPGCL and PPCL, has been posted as Deputy Commissioner, MCD.
Shweta Nagarkoti (IAS: 2020, AGMUT), who was awaiting posting, has been appointed Deputy Commissioner, MCD.
DANICS Officers Also Transferred
The reshuffle also includes three DANICS officers.
Raj Kumar (DANICS: 1995), who was awaiting posting, has been appointed Special Secretary, General Administration Department (GAD).
Jatin Goyal (DANICS: 2012), who was awaiting posting, has been appointed Additional Director, Education.
Nidhi Sarohe (DANICS: 2014), Joint Secretary, Public Grievance Commission (PGC), Office of the Chief Minister, who was also holding additional charge of Joint Commissioner, Transport, has been relieved of the charge of Joint Secretary, PGC, Chief Minister’s Office.
Reshuffle Covers Key Governance Areas
The latest administrative changes bring new leadership across several important areas of Delhi’s governance, including urban development, finance, home affairs, education, food safety, social welfare, municipal administration and public grievance management.

The reshuffle also provides new assignments to officers who were awaiting posting and reallocates additional responsibilities among serving officers.
