The Centre, along with the governments of Rajasthan and Haryana, has signed a landmark agreement to implement the Yamuna Water Project, bringing an end to a long-pending inter-state water issue. The agreement is expected to improve drinking water supply, strengthen water management and promote sustainable use of available water resources in both states.

The agreement was signed in the presence of Union Home Minister and Minister of Cooperation Amit Shah, Rajasthan Chief Minister Bhajan Lal Sharma, Haryana Chief Minister Nayab Singh Saini, and Union Jal Shakti Minister C.R. Patil.
Long-Pending Water Issue Resolved

The project aims to help Rajasthan utilise its allocated share of Yamuna water under the 1994 Memorandum of Understanding on the sharing of utilisable surface waters of the Upper Yamuna Basin.

Under the agreement, Rajasthan’s allocated water will be conveyed through an underground pipeline system connected to the Western Yamuna Canal, ensuring efficient transportation and reducing transmission losses.

Officials said the agreement marks a major step in resolving an issue that had remained pending for nearly three decades.
580 MCM Water to Be Supplied
As part of the project, around 580 million cubic metres (MCM) of water will be supplied to Rajasthan between July and October every year.
The water will be transported through three underground pipelines, each measuring more than 3.6 metres in diameter.
The project is expected to significantly improve drinking water availability in Sikar, Churu and Jhunjhunu districts of Rajasthan. It will also provide benefits to parts of Bhiwani and Fatehabad districts in Haryana.
Comprehensive Framework for Implementation
According to the Ministry of Jal Shakti, the agreement establishes a detailed framework covering every aspect of the project.
The framework includes:
- Water allocation and release protocols
- Financial responsibilities and cost sharing
- Operation and maintenance of infrastructure
- Monitoring and transparency mechanisms
- Dispute resolution procedures
Officials believe the structured framework will help ensure smooth implementation and minimise future disagreements between the participating states.
Focus on Water Conservation
Apart from improving water supply, the project also focuses on better utilisation of rainwater.
The plan includes storing rainwater that previously remained unutilised in large ponds, which will help recharge groundwater and improve long-term water availability in the region.
The initiative is expected to support sustainable water management while strengthening water security for both urban and rural areas.
Cooperative Federalism in Action
Speaking at the signing ceremony, Union Home Minister Amit Shah described the agreement as a significant achievement in resolving a long-standing inter-state water issue.
He said the project reflects the spirit of cooperative federalism, with the Centre and both state governments working together to find a practical and lasting solution.

Shah also acknowledged the efforts of the Ministry of Jal Shakti and the Central Water Commission in facilitating the agreement and preparing a framework aimed at ensuring its successful implementation.
