In a key administrative reshuffle, the Odisha government has reassigned responsibilities of two senior IAS officers, placing them in important positions related to administrative training and labour welfare. The changes are aimed at strengthening governance systems, improving institutional capacity building, and ensuring effective implementation of welfare policies across the state.


The latest appointments involve senior IAS officers Chithra Arumugam and Dodda Venkata Swamy, both of whom bring extensive administrative experience to their new roles.

Chithra Arumugam to Focus on Administrative Training and Capacity Building


Chithra Arumugam (IAS:1995) has been appointed as Director General, Training Coordination, Gopabandhu Academy of Administration (GAA), Odisha’s premier institution for training government officials and civil servants.


Before the latest posting, she was serving as Additional Chief Secretary, Labour & ESI Department. She was also holding additional responsibilities as Additional Chief Secretary, Science & Technology Department and Director General, Training Coordination, GAA.

Under the new arrangement, Arumugam will primarily focus on strengthening training, leadership development and capacity-building initiatives at the Gopabandhu Academy of Administration. She will, however, continue to hold the additional charge of Additional Chief Secretary, Science & Technology Department.


Her appointment is expected to support the state’s efforts to enhance administrative efficiency through structured training programmes and institutional reforms.

Dodda Venkata Swamy Appointed Principal Secretary, Labour & ESI

Senior IAS officer Dodda Venkata Swamy (IAS:2001) has been appointed as Principal Secretary to the Government, Labour & Employees’ State Insurance (ESI) Department.

Swamy returns to the Odisha administration after serving on central deputation. His experience at the national level is expected to bring additional perspective to the department’s functioning and policy implementation.

The Labour & ESI Department is responsible for labour welfare, workers’ rights, employment-related initiatives, industrial relations, and implementation of employee welfare and social security schemes across the state.

Strengthening Governance and Welfare Delivery

The latest changes reflect the Odisha government’s focus on deploying experienced officers in sectors that require specialised leadership and effective execution of policies.

While Chithra Arumugam’s assignment highlights the importance being given to administrative reforms and training of government personnel, Dodda Venkata Swamy’s appointment is expected to strengthen labour administration and improve delivery of worker welfare programmes.

Officials believe the restructuring will contribute to better coordination, stronger institutional capacity and improved governance outcomes in both departments.
