Haryana Chief Minister Nayab Singh Saini on Monday launched the Haryana Artificial Intelligence (AI) Sandbox in Gurugram, a new initiative aimed at accelerating innovation and enabling the use of artificial intelligence to improve public service delivery and governance.
Describing the platform as a significant step towards technology-driven governance, Saini said the initiative would help ensure that the benefits of digital innovation reach every section of society, in line with the government’s commitment to the principle of Antyodaya.
Platform to Test AI Solutions Before Large-Scale Adoption
The AI Sandbox has been designed as a “test before invest” platform, allowing innovators, startups and technology companies to develop, pilot and validate AI-based solutions before they are adopted across government departments.
The initiative forms part of Haryana’s broader AI Development Programme, which has an outlay of ₹474 crore and is being supported by the World Bank.
Officials said the sandbox will provide a secure and time-bound environment where selected teams can demonstrate the effectiveness, safety and impact of their AI solutions before scaling them for public use.
Call for Proposals Opened for Startups and Innovators
With the launch of the platform, the state government has invited startups, technology firms and innovators to submit proposals for solving key governance challenges through artificial intelligence.
Applications will undergo a competitive evaluation process involving departmental experts and programme committees. One solution provider will be selected for each identified use case.
J. Ganesan, Chief Executive Officer of the AI for Resilient Jobs, Urban Air Quality & Next-Gen Skills Council (ARJUN), said selected innovators will receive financial support from the World Bank to help scale and deploy their solutions.
Five Priority Sectors Identified
In the first phase, Haryana has identified five key sectors where AI-based solutions will be piloted:
- Public grievance redressal
- School education planning
- Road infrastructure maintenance
- Healthcare imaging services
- Water and sewerage management
The government plans to gradually expand the platform to additional sectors, including agriculture, transport, urban development, revenue administration, social welfare, environment and industry.
AI to Improve Public Service Delivery
Chief Minister Saini highlighted several practical applications of artificial intelligence that could directly improve citizens’ daily lives.
He said AI can help identify damaged roads through image-based analysis, assess teacher shortages in schools, assist doctors in early detection of serious medical conditions and improve water management by analysing complaints related to leakages and supply disruptions.
According to the Chief Minister, technology-driven governance has the potential to make public services faster, more efficient and more responsive to citizens’ needs.
Global Technology Firms Show Interest
The initiative has also attracted interest from leading global cloud service providers. Ganesan said major hyperscalers, including Google Cloud Platform, Microsoft Azure and Amazon Web Services, have expressed willingness to support pilot projects by providing cloud infrastructure on a pro bono basis.
Successful innovators are expected to be announced during an AI Summit scheduled for the third week of June, following which formal agreements will be signed and access to relevant datasets will be provided for project implementation.
World Bank Extends Support
Paul Procee, Acting India Director of the World Bank, reaffirmed the institution’s support for Haryana’s efforts to build AI capabilities and strengthen digital governance.
He said the partnership would focus on enhancing AI skills, promoting innovation and helping government departments effectively leverage emerging technologies for public benefit.

The launch of the Haryana AI Sandbox marks a significant step in the state’s digital transformation journey. By creating a structured platform for testing and deploying innovative solutions, the government aims to accelerate the adoption of artificial intelligence while ensuring that technology is used to address real-world governance challenges.
Officials believe the initiative could position Haryana as one of the leading states in India for AI-enabled governance, innovation and citizen-centric public service delivery.
