Rajasthan, home to over 1.05 million retail stores and nearly 8% of India’s retail market, has long been a vibrant hub of traditional and domestic trade. Recognising the sector’s critical role in employment and economic growth, the state has unveiled the Rajasthan Trade Promotion Policy 2025, a forward-looking framework designed to empower small traders, enhance digital access, and streamline business operations.

Building on this vision, the policy seeks to bridge the gap between conventional retail and modern e-commerce. Key initiatives include credit guarantee coverage under the CGTMSE scheme, with the state reimbursing 50% of guarantee fees for micro enterprises. In addition, an interest subvention of up to 6% on composite loans, along with insurance premium reimbursement of up to ₹1 lakh per year, aims to protect traders from financial shocks and natural calamities.
A major thrust of the policy is on digital enablement, positioning it as a key driver of growth for small traders. The policy reimburses 75% of e-commerce platform fees (up to ₹50,000 annually), enabling small businesses to list their products online. This is further supported by workshops and MoUs with platforms such as Amazon, Flipkart, and ONDC, which are expected to accelerate digital adoption. Capacity-building programmes through the Rajasthan Vyapari Kalyan Board will also enhance financial literacy and compliance awareness among traders.

Alongside digital initiatives, the policy also focuses on improving the overall business environment. To enhance ease of doing business, the government will review the Rajasthan Shops and Commercial Establishments Act, 1958, with an aim to simplify regulations. An empowered state-level committee will oversee implementation, ensuring transparency, accountability, and responsiveness.

While the policy is broad-based, certain exclusions apply to sectors such as automobile dealerships, fuel, and liquor trading. Overall, the policy, effective until March 31, 2029, reaffirms Rajasthan’s commitment to building an inclusive, digitally enabled trade ecosystem where small shopkeepers and emerging entrepreneurs can thrive alongside modern retail players.
