Digital India BHASHINI Division (DIBD), under the Ministry of Electronics and Information Technology, is transforming India’s digital landscape by making services accessible in the languages citizens actually speak. Launched in 2022 under the National Language Translation Mission, BHASHINI is India’s first shared Digital Public Infrastructure for language AI, designed to bridge language barriers and enable inclusive participation for 1.4 billion people. The platform provides AI-powered capabilities, including automatic speech recognition, machine translation, text-to-speech, speech-to-speech translation, optical character recognition, and transliteration, delivered via open and interoperable APIs for adoption by government services, enterprises, financial institutions, startups, and citizen-facing applications.

AI Priorities for the Next Five Years

1. Strengthening Language Datasets and AI Models: Data is the backbone of BHASHINI’s AI systems. The Division is expanding high-quality corpora across Indian and tribal languages, capturing regional diversity, speech patterns, and contextual usage. Collaborations with research institutions, startups, state governments, and citizen communities, including BhashaDaan, enable content creation and model development, ensuring AI solutions reflect real- world speech and are ready for population-scale deployment.

2. Scaling Voice-First, Multilingual Service Delivery: BHASHINI will expand voice-enabled AI across governance, healthcare, education, welfare, tourism, enterprises, and BFSI sectors. Citizens can interact in their native languages, reducing friction, improving accessibility, and strengthening institutional efficiency through automated transcripts, summaries, and structured data.

3. Driving Enterprise and Economic Impact: Beyond public service, BHASHINI will empower enterprises and BFSI institutions to optimize supply chains, logistics, workflows, demand forecasting, and customer engagement. Voice- first, multilingual AI lowers operational costs, enhances outreach, and expands market access, particularly in Tier 2 and Tier 3 regions, enabling inclusive growth.

Illustrative Deployment: Voice- First Citizen Engagement

As of early 2026, BHASHINI is actively deploying AI-driven, multilingual voice- first solutions to bridge language barriers for India’s 1.4 billion people, particularly within the 2.5 lakh+ Panchayats.

  • Panchayati Raj Empowerment: SabhaSaar converts audio and video recordings of Gram Sabha meetings into structured, multilingual digital records. Since its national rollout in 2025, SabhaSaar has enabled over 15.6 crore interactions, averaging more than 5 lakh daily engagements, significantly improving transparency, citizen participation, and record quality at the grassroots level.
  • National Platforms: BHASHINI powers PM Kisan, UIDAI services, eSanjeevani telemedicine, grievance redressal systems, and Indian Railways passenger services. Voice-enabled, multilingual interfaces allow citizens to engage naturally, enhancing access, responsiveness, and user satisfaction.
  • Agriculture and Women Entrepreneurs: Farmers receive advisory services in their mother tongue, covering crops, fertilisers, and market trends. Platforms supporting “Lakhpati Didis” enable women entrepreneurs to communicate effectively with wider markets, expanding economic opportunity.
  • Education in Mother Tongues: BHASHINI translates learning material into regional and tribal languages, challenging the assumption that high- quality knowledge is tied to a single language, and enabling students to learn in the language they understand best.

BHASHINI is committed to setting new benchmarks in Multilingual inclusive AI:

  • Expanding adoption in enterprises and BFSI to improve efficiency, reduce costs, and enhance customer engagement.
  • Systematic inclusion of tribal languages in datasets and AI models to ensure no indigenous community is excluded.
  • Open and interoperable APIs to accelerate innovation across government, startups, and private- sector applications.
  • International collaboration and recognition, positioning India as a global leader in inclusive language AI.
