The Government of Goa has formally named Menino D’Souza, a retired Indian Administrative Service (IAS) officer, as the State Election Commissioner, marking a strategic move to strengthen electoral processes and digital governance in the small coastal state.
D’Souza brings with him over three decades of experience in public administration, civic infrastructure, and e-governance platforms. His appointment is seen as part of the state’s ongoing efforts to modernise its electoral machinery through technology-enabled transparency and citizen participation.
In his role as Commissioner of the Goa State Election Commission, Menino D’Souza will focus on strengthening institutional capacity, enhancing voter education and participation, promoting digital innovation in election management, ensuring strict compliance with the Model Code of Conduct, and maintaining updated and accurate electoral rolls across Goa’s local bodies. His leadership aims to bring greater transparency, efficiency, and technological modernisation to Goa’s electoral processes, supporting fair and free elections at the grassroots level.
A senior official in the state’s election department stated, “Goa wants to set a benchmark in digital-first election administration. The government felt Mr D’Souza’s domain knowledge and administrative acumen positioned him well for this transformative agenda.”
To support the transition to tech-driven election processes, the state has earmarked funds under its e-Governance Mission Mode Project (MMP). An inter-departmental committee, comprising officials from the Chief Secretary’s office, Information Technology Department, and the State Election Commission (SEC), will monitor project progress and risk mitigation.

The SEC will also be empowered to conduct periodic audits, pilot blockchain-based vote tally verification, and lead capacity-building workshops for district-level election staff.
State legislators from all major parties have broadly welcomed the move, citing the need for strengthened trust in electoral mechanisms. Civil society groups active in electoral reforms have urged D’Souza to prioritise inclusive voter outreach, especially for young, first-time, and remote-area voters.
Technology vendors and system integrators regard this as a signal: Goa may emerge as a model state for deploying advanced election tech in India’s eastern coastal belt.
