Lucknow, July 31, 2025 – The Uttar Pradesh government has appointed senior IAS officer Shashi Prakash Goyal as the new Chief Secretary of the state, succeeding Manoj Kumar Singh, who retired from service on July 31. Goyal’s appointment marks a significant administrative development, ensuring continuity in governance and strengthening the Chief Minister’s core team.
A 1989-batch Indian Administrative Service officer, Goyal is widely known for his long-standing association with the Chief Minister’s Office, where he served as Additional Chief Secretary. With a reputation for efficiency, administrative acumen, and alignment with the state leadership’s developmental vision, his elevation comes as no surprise to those closely observing bureaucratic affairs in Uttar Pradesh.
The transition was triggered by the central government’s decision not to extend Manoj Kumar Singh’s tenure, despite the state government’s formal request for a one-year extension. This created a vacancy in the state’s top bureaucratic post, which was promptly filled by Goyal.
Goyal brings with him a diverse and robust administrative background. Academically, he holds a Bachelor’s degree in Science, a Master’s in Computer Applications, and an Executive MBA in International Business. His career began as an Assistant Magistrate in Etawah and includes postings as District Magistrate in Mathura, Etawah, Prayagraj, Deoria, and Aligarh. He also served in key capacities such as Managing Director of UPDESCO and Additional CEO of Greater Noida Industrial Development Authority.
At the central level, Goyal was Joint Secretary in the Department of Higher Education, where he contributed to various national policy frameworks. Upon his return to Uttar Pradesh in 2017, he joined the Chief Minister’s Office and became a close advisor, gaining the confidence of the state’s top leadership. His deep familiarity with both administrative processes and the Chief Minister’s governance model makes him an ideal choice for the role of Chief Secretary.
In addition to his primary responsibilities, Goyal will hold several other critical positions, including Infrastructure and Industrial Development Commissioner, Chairman of the State Industrial Development Corporation, CEO of the Uttar Pradesh Expressways Industrial Development Authority, and Project Director of the state’s Agricultural Diversification Project. These roles put him at the centre of several flagship infrastructure and economic initiatives in the state.
His predecessor, Manoj Kumar Singh, was widely respected for his effective handling of developmental projects and administrative stability. With Goyal taking over, the government expects not only continuity but also an accelerated push in areas such as industrial development, expressway connectivity, and urban planning.
Goyal is expected to remain in office until January 2027, allowing him a full 18 months to lead the state bureaucracy and contribute meaningfully to the state’s long-term strategic goals. His appointment reflects a clear intent by the state government to consolidate its administrative leadership and push ahead with high-impact reforms and projects.
As Uttar Pradesh continues to pursue rapid development, the new Chief Secretary’s experience, familiarity with key departments, and alignment with the Chief Minister’s agenda are likely to play a pivotal role in shaping the state’s administrative future.
