Madhya Pradesh Transfers Senior IAS Officers with Neeraj Mandloi Leading the List

In a significant bureaucratic reshuffle, the Madhya Pradesh government has transferred several senior Indian Administrative Service (IAS) officers across key departments, signalling a strategic administrative realignment. The orders, issued by the General Administration Department, mark a notable shake-up under the leadership of Chief Minister Mohan Yadav.


The most prominent change involves senior IAS officer Neeraj Mandloi, a 1993-batch officer, who has been appointed as the Additional Chief Secretary (ACS) in the Chief Minister’s Secretariat. He replaces Dr. Rajesh Rajoura, a 1990-batch IAS officer, who has now been given multiple new assignments. Mandloi has also been entrusted with the additional responsibilities of the Energy Department and the Public Service Management Department, underscoring his central role in the state’s administrative landscape.

Dr Rajesh Rajoura, previously ACS in the Chief Minister’s Office, will now serve as Vice Chairman of the Narmada Valley Development Authority, Managing Director of the Narmada Basin Project Company Limited, and Additional Chief Secretary of the Water Resources Department. These assignments reflect the government’s focus on strengthening leadership in infrastructure and water resource management.


Another key figure in the reshuffle is Sanjay Dubey, a 1993-batch IAS officer. He has been appointed as the Additional Chief Secretary of the Urban Development and Housing Department. In addition to this, he retains charge of the Science and Technology Department, continuing his role in driving innovation and research-based initiatives in the state.


Sanjay Kumar Shukla, who held the position of ACS in the Urban Development and Housing Department, has now been assigned to the General Administration Department (GAD), Legal Cell, Coordination, and Aviation Department. He will also continue to serve as Chairman of the Madhya Pradesh Employee Selection Board, highlighting his multifaceted administrative role.

Further changes include D.P. Ahuja, who was the Principal Secretary of the Fisheries Development and AYUSH Department. He now assumes the role of Principal Secretary of the Cooperative Department, relieving Ashok Barnwal from the said charge. M. Selvendran, previously holding additional charge of the Farmer Welfare and Agriculture Development Department and Secretary, Personnel (GAD), will now serve solely as Secretary, Personnel in GAD.


In the education and agriculture sectors, Commissioner of Higher Education Nishant Varbawade has been appointed as Secretary of the Farmer Welfare and Agriculture Department. Meanwhile, Prabal Sipahi, OSD cum Secretary in the Madhya Pradesh Public Service Commission, Indore, has been appointed as Commissioner of, the Higher Education Department. Additionally, Rakhi Sahay, Managing Director of Madhya Pradesh Finance Corporation, Indore, has been designated as Secretary of Madhya Pradesh Public Service Commission, Indore.

This large-scale reshuffle is being seen as part of the Madhya Pradesh government’s efforts to enhance governance efficiency, streamline departmental leadership, and align administrative priorities with its development agenda.
