
In a significant push for road safety and skill development, the Yogi-led Uttar Pradesh government has initiated the establishment of Model Institutes of Driving Training and Research (IDTRs) to provide specialized training for commercial drivers. Transport Commissioner Brajesh Narayan Singh has formally written to District Magistrates of nine districts, requesting 10-15 acres of land for the project.
The Ministry of Road Transport and Highways (MoRTH) has directed the setting up of IDTRs in Lucknow, Gorakhpur, Ballia, Agra, Gautam Buddha Nagar, Jhansi, Kanpur Nagar, Shahjahanpur, and Prayagraj, with financial backing from the central government. Once approved by the state, the proposal will be sent to MoRTH for final approval and funding.
With 30,37,166 commercial vehicles and only 27,48,523 licensed drivers, the state faces a 20% shortfall in trained drivers. The IDTR initiative aims to bridge this gap by ensuring structured training, improving road safety, and boosting employment in the transport sector.
Phased Implementation of IDTRs

- Land Allocation – District Magistrates to confirm land availability
- State Evaluation – Proposals to be assessed by the state government
- Central Proposal Submission – State-approved proposals sent to MoRTH
- Final Approval & Funding – MoRTH to approve and finance the project
With this move, the UP government is taking decisive steps to institutionalise driver training, ensuring safer roads and a well-equipped transport workforce.
