She eloquently described AI as the “new essential,” likening its pervasive influence to that of electricity or the internet. She traced its evolution from rudimentary computational systems to advanced applications like ChatGPT, emphasising that AI’s real strength lies in its ability to learn from data and generate meaningful insights.

Recognising the foundational role of human capital, Uttar Pradesh has launched extensive training programmes to equip government employees with AI expertise. These initiatives target various levels of administration:

To date, over 500 officers have completed specialised AI training modules, reflecting the state’s commitment to fostering an AI-ready workforce.

She highlighted some of Uttar Pradesh’s pioneering AI initiatives, showcasing how technology can address specific governance challenges:

  • Kisan Mitra Chatbot: A conversational AI system providing farmers with personalised agricultural advice based on geo-tagged data.
  • Automated Feedback Systems: Ensuring more extensive and effective implementation of welfare schemes by analysing beneficiary feedback.

These projects demonstrate AI’s ability to bridge gaps between citizens and government services.

Leveraging Government Data for Transformation

The vast datasets maintained by governments often remain underutilised. The address explained how AI can unlock their potential by:

  • Creating unified datasets for sectors like health and education.
  • Using predictive analytics to support better planning and implementation of policies.

For instance, AI-driven systems now predict crop suitability using geospatial data, enabling farmers to optimise yields—a critical step toward sustainable agriculture.

She stressed the importance of eliminating redundancies in governance processes.
