Narendra Bhooshan Appointed Environment Secretary; Dilip Kumar Gets Land Resources

The Appointments Committee of the Cabinet (ACC) has approved a secretary-level administrative reshuffle at the Centre, appointing Narendra Bhooshan, a 1992-batch IAS officer of the Uttar Pradesh cadre, as Secretary, Ministry of Environment, Forest and Climate Change (MoEFCC).


At the same time, Dilip Kumar, a 1995-batch IAS officer of the Punjab cadre, has been appointed Secretary, Department of Land Resources under the Ministry of Rural Development.

Narendra Bhooshan Moves to Environment Ministry

Bhooshan will succeed Tanmay Kumar, a 1993-batch IAS officer of the Rajasthan cadre, who retired on September 30, 2026.


Before this appointment, Bhooshan was serving as Secretary, Department of Land Resources, a position he took up in April 2026.

Over his career, Bhooshan has handled assignments across several sectors, including energy, technical education, public works, science and technology, infrastructure, industry, IT and electronics.


He holds a Bachelor of Engineering in Electronics and Communications, an M.A. in Economics from Dr B.R. Ambedkar University, and a master’s degree in International Development Policy from Duke University, USA, which he completed in 2007–08.

Born on March 12, 1969, Bhooshan is domiciled in Punjab, with Bathinda as his home district.

Dilip Kumar Gets Land Resources Department

Dilip Kumar has been appointed Secretary, Department of Land Resources. Prior to the new assignment, he was serving as Director General (Training), Ministry of Skill Development and Entrepreneurship, on central deputation.

Kumar holds a B.Sc. (Honours), LL.B./B.L. and M.A. in Public Administration. He is proficient in English, Hindi and Punjabi.

Born on November 28, 1969, Kumar is domiciled in Bihar, with Chhapra as his home district.

Reshuffle Follows Tanmay Kumar’s Retirement

The secretary-level changes follow the superannuation of Tanmay Kumar on September 30. With Bhooshan moving to the Environment Ministry, the Department of Land Resources has now been assigned to Dilip Kumar.

The appointments were communicated through a Department of Personnel and Training (DoPT) order dated September 30, 2026, following approval from the ACC.
