The Central Government has appointed senior IAS officer Shaleen as Director in the Department of Investment and Public Asset Management (DIPAM), strengthening the department’s leadership with an experienced administrative officer from the Haryana cadre.
The appointment has been made under the Central Staffing Scheme and marks Shaleen’s transition from state administration to a key role in the Union Government.
Appointment Approved Under Central Staffing Scheme
According to an order issued by the Department of Personnel and Training (DoPT), Shaleen, a 2012-batch Indian Administrative Service (IAS) officer of the Haryana cadre, has been appointed as Director in DIPAM.
He will serve in the position for a period of five years from the date of assuming charge or until further orders, whichever is earlier.
The appointment is part of the Central Staffing Scheme, under which officers from the All India Services are deputed to various ministries and departments of the Central Government.
Haryana Government Asked to Relieve Officer
To facilitate the appointment, the DoPT has directed the Chief Secretary of Haryana to relieve Shaleen from his current responsibilities at the earliest.
Following his release from the state cadre, he will take charge of his new assignment at the Department of Investment and Public Asset Management in New Delhi.
Key Role in DIPAM
The Department of Investment and Public Asset Management functions under the Ministry of Finance and is responsible for managing the government’s investment in public sector enterprises.
The department oversees strategic disinvestment, asset monetisation, capital restructuring of Central Public Sector Enterprises (CPSEs) and matters related to public asset management.
As Director, Shaleen will be involved in policy implementation, administrative coordination and monitoring of initiatives undertaken by the department.
Experienced IAS Officer
Shaleen belongs to the 2012 batch of the Indian Administrative Service and has served in various administrative roles during his tenure in the Haryana cadre.
His appointment to the Centre reflects the government’s continued practice of deploying experienced officers to key policy and administrative positions across ministries.
Strengthening Public Asset Management
Appointments under the Central Staffing Scheme are intended to bring experienced administrators into the Union Government to support policymaking and programme implementation.

With Shaleen joining DIPAM, the department is expected to benefit from his administrative experience as it continues to focus on public asset management, strategic disinvestment and reforms aimed at improving the efficiency and value of government-owned enterprises.
