The Public Enterprises Selection Board (PESB) has announced a significant change in its recruitment process for board-level positions in Central Public Sector Enterprises (CPSEs). Beginning August 1, 2026, all applications for positions such as Chairman and Managing Director (CMD) and Director will be accepted only through an online system available on the official PESB portal.

The move marks the end of the existing hybrid application process and is aimed at making the recruitment system faster, more transparent and completely paperless.
Offline Application Process to End
Until now, PESB allowed candidates to submit applications through both online and offline channels. Applicants could print forms generated on the PESB portal and submit them through their ministries, departmental nodal officers or administrative secretaries. In certain cases, applications were also accepted through official email or by sending hard copies directly to the PESB office in New Delhi.

With the new guidelines coming into effect, all offline submission methods will be discontinued. Every application, including those routed through government departments and nodal officers, will now be processed exclusively through the online portal.

Digital System to Improve Efficiency
According to the revised procedure, departmental nodal officers will also be required to forward applications digitally using the dedicated PESB Nodal Officer Portal.
The board expects the new system to reduce delays associated with the movement of physical files and eliminate issues such as incomplete documentation, missing signatures and misplaced application forms. The fully digital workflow is also expected to improve application tracking and simplify the overall recruitment process.
Interviews to Continue in Physical Mode
While the application and shortlisting process will become entirely digital, the selection interviews for board-level positions will continue to be conducted face-to-face, as per the existing practice.
PESB said the new online mechanism is intended to streamline the initial stages of recruitment while maintaining the established interview process for senior leadership appointments.

Towards a Transparent Recruitment Framework
The transition to a fully digital application system reflects PESB’s efforts to modernise recruitment for leadership positions in public sector enterprises. By replacing paper-based procedures with an online platform, the board aims to enhance transparency, improve efficiency and ensure a smoother experience for applicants as well as administrative departments.
