MoU Signed to Develop Fraud Analytics Engine

A Memorandum of Understanding (MoU) was signed between Central Bank of India, the Government of Maharashtra and Ernst & Young LLP to jointly develop and operate the Fraud Analytics Engine.

The technology-driven platform will analyse transaction data related to the Chief Minister’s Relief Fund to identify unusual patterns, detect potential irregularities and support timely intervention wherever required.

The initiative combines the banking expertise of Central Bank of India, EY’s capabilities in analytics and technology, and the Maharashtra Government’s administrative framework for managing relief fund disbursements.

MoU Exchange Held at Mantralaya

The MoU exchange ceremony took place at the Chief Minister’s Office in Mantralaya, Mumbai.

The event was attended by Dr. Shrikar Pardeshi, IAS, Principal Secretary to the Chief Minister of Maharashtra.

Representing Central Bank of India were Pranav Kapoor, Regional Head – SMRO, and Vijay Dongare, Chief Manager – PRO, MMZO.

The collaboration marks a significant step towards introducing advanced analytics into the governance of public welfare funds.

Technology to Strengthen Monitoring of Relief Funds

The proposed Fraud Analytics Engine will use data-driven techniques to examine claims and transactions associated with the Chief Minister’s Relief Fund.

By identifying unusual transaction patterns and potential red flags at an early stage, the system is expected to support authorities in preventing misuse of public funds while improving oversight of relief disbursements.

The analytical platform will help strengthen financial controls without affecting the timely delivery of assistance to beneficiaries.

Focus on Transparency and Early Fraud Detection

The initiative has been designed with the objective of making relief fund management more secure and transparent.

Key objectives include early detection of suspicious claims, identification of irregular transaction patterns, enhanced monitoring of fund disbursements, improved protection of public money and greater accountability in welfare programmes.

By enabling data-backed monitoring, the system is expected to assist officials in reviewing transactions that require closer scrutiny.

Technology Partnership for Better Governance

Central Bank of India will contribute its expertise in banking operations and digital systems, while EY will support the development, implementation and operation of the Fraud Analytics Engine.

The partnership demonstrates how financial institutions and technology firms can work together with government agencies to improve governance through data analytics and digital innovation.

Advancing Technology-Driven Public Services

The Maharashtra Government has increasingly focused on leveraging technology to improve governance and public service delivery.

The adoption of analytics-based monitoring systems is expected to strengthen oversight, improve efficiency and enhance public confidence in welfare programmes by ensuring that relief funds are used for their intended purpose.

Strengthening Public Fund Management

The collaboration between Central Bank of India, the Maharashtra Government and EY represents an important step towards modernising the management of public welfare funds.
