The Ministry of Railways has assigned the additional charge of Chairman and Managing Director (CMD) of IRCON International Limited to Saleem Ahmad, who is currently serving as CMD of Rail Vikas Nigam Limited (RVNL). The arrangement will come into effect from July 1, 2026, following the retirement of the incumbent IRCON CMD, Hari Mohan Gupta.

According to an official order issued by the Ministry of Railways, Ahmad will hold the additional responsibility for a period of one year from the date he assumes charge, or until a regular incumbent is appointed, or until further orders, whichever is earlier.
Leadership Transition at IRCON

The appointment comes ahead of the superannuation of Hari Mohan Gupta, who is set to retire on June 30, 2026. To ensure continuity in the functioning of the public sector infrastructure company, the Railways Ministry has entrusted Saleem Ahmad with the additional charge of the top post.

Saleem Ahmad to Lead Two Major Rail PSUs
With this decision, Saleem Ahmad will simultaneously oversee both RVNL and IRCON, two of India’s most important railway infrastructure companies.
Ahmad took over as CMD of Rail Vikas Nigam Limited on December 23, 2025. Since assuming charge, he has been responsible for steering the company’s railway infrastructure and project development initiatives.
His additional appointment is being viewed as a recognition of his extensive experience in executing large-scale infrastructure projects and managing complex organisations.
Over Three Decades of Infrastructure Experience
A Civil Engineering graduate from Jamia Millia Islamia University, New Delhi, Saleem Ahmad brings more than 35 years of experience in the construction and infrastructure sector.
Before joining RVNL, he served as Director (Projects) at NBCC (India) Limited, where he handled major infrastructure and development projects across the country.
Prior to NBCC, Ahmad worked as Executive Director (Civil) at the Delhi Metro Rail Corporation (DMRC), contributing significantly to metro rail expansion and urban transport infrastructure. He has also served at the Mumbai Port Trust during his career.
Expertise in Large-Scale Infrastructure Projects
Throughout his professional journey, Ahmad has been associated with the planning and execution of critical infrastructure projects, including bridges, tunnels, commercial developments, residential projects and urban transportation systems.
He has also contributed to sustainable infrastructure development and presented technical papers at various national and international forums. During his tenure at DMRC, he played an important role in developing and implementing last-mile connectivity solutions aimed at improving commuter convenience.
Focus on Continuity and Project Execution
The additional charge is expected to ensure continuity in IRCON’s leadership as the company continues to execute key railway, highway, metro and infrastructure projects across India and overseas markets.
