India and France have adopted the Innovation Roadmap 2030, a comprehensive framework aimed at deepening collaboration in areas such as artificial intelligence (AI), research, education, startups, healthcare, space technology and emerging digital sectors.

The roadmap was unveiled following bilateral discussions between Prime Minister Narendra Modi and French President Emmanuel Macron in Nice. It builds upon the broader Horizon 2047 framework and reflects the growing strategic partnership between the two countries as they seek to strengthen innovation-led growth and technological cooperation.
New Chapter in India-France Strategic Partnership

The Innovation Roadmap 2030 outlines a long-term vision for enhancing collaboration between governments, research institutions, universities, startups and industries in both countries.

Officials described innovation as a key driver of economic growth, technological advancement and sustainable development. The roadmap is expected to create new opportunities for joint research, technology development and industrial cooperation while addressing global challenges through innovation.
The initiative also follows the launch of the India-France Year of Innovation 2026, announced earlier this year as part of efforts to deepen bilateral ties.

Trusted AI Emerges as Key Focus Area
Artificial intelligence forms one of the central pillars of the new roadmap.
India and France have agreed to work together on developing safe, secure and trustworthy AI systems that align with democratic values and responsible technology use. The partnership will encourage cooperation among policymakers, regulators, technical experts and standards bodies to support effective AI governance.
Both countries have also identified online child safety as an important area of collaboration. Future initiatives are expected to focus on developing safer digital environments, privacy-focused technologies and responsible AI applications.
The roadmap also promotes the use of secure and privacy-preserving data-sharing frameworks to support innovation while protecting individual rights.
Greater Academic Mobility and Educational Collaboration
Education and talent exchange have been given significant importance under the new framework.
India and France reaffirmed their commitment to increasing mobility opportunities for students, researchers and professionals. France has reiterated its objective of welcoming 30,000 Indian students by 2030, reflecting growing educational cooperation between the two nations.
The two sides also plan to expand academic recognition arrangements and encourage joint degree programmes, research collaborations and doctoral exchanges. Several institutions from both countries are expected to strengthen partnerships in science, technology and innovation-related fields.
Strengthening Innovation and Startup Ecosystems
The roadmap emphasizes closer collaboration between innovation ecosystems in India and France.
Both countries have highlighted the role of the Indo-French Centre for the Promotion of Advanced Research (CEFIPRA) in supporting scientific cooperation and technology development. The India-France Innovation Network (IFIN) has also been identified as a key platform for connecting startups, entrepreneurs, researchers and investors.
Officials believe stronger cooperation among startups, industries and academic institutions can accelerate innovation, support resilient supply chains and create new business opportunities.
The two countries are also exploring mechanisms to facilitate startup expansion, research partnerships and cross-border innovation programmes.
New Opportunities in Aerospace and Space Cooperation
The roadmap includes several new initiatives aimed at advancing cooperation in aerospace, aviation training and space technology.
One of the notable proposals is the establishment of a Franco-Indian Campus for Aeronautics Training and Careers in Kanpur. The initiative is expected to support skill development and create opportunities for students pursuing careers in the aviation sector.
In the space sector, India and France have reaffirmed their commitment to expanding cooperation between government agencies and private industry participants. Areas of collaboration are expected to include Earth observation, human spaceflight programmes and future space missions.
Upcoming international space events in both countries are expected to provide additional opportunities for partnership and knowledge sharing.
Collaboration in Healthcare and Data Innovation
Healthcare innovation is another important component of the roadmap.
India and France plan to work together on AI-enabled healthcare solutions, public health research and data-driven innovation. Efforts will focus on developing secure and consent-based data-sharing frameworks that support research while maintaining privacy and regulatory compliance.
The collaboration is expected to build upon ongoing partnerships between research institutions and healthcare organisations in both countries.
Expanding Cooperation Across Emerging Technologies
The roadmap also covers a broad range of future-focused sectors including advanced computing, climate technologies, sustainability, entrepreneurship and digital platforms.
Several agreements involving Indian Institutes of Technology (IITs), the Indian Institute of Science (IISc), French universities and research organisations have been facilitated under the initiative. These partnerships are expected to strengthen research collaboration and create opportunities for joint innovation projects.
Driving Innovation-Led Growth
The Innovation Roadmap 2030 reflects the shared ambition of India and France to build a stronger partnership centered on technology, knowledge exchange and innovation.
