The Global Hydrogen & Renewable Energy Summit 2025, held on March 12–13, 2025 in Kochi, Kerala, brought together policymakers, industry leaders, researchers, and clean energy experts to discuss India’s renewable energy transition and the future of green hydrogen. During the summit, Arun Mahesh Babu, IAS, Managing Director, Gujarat Power Corporation Ltd. (GPCL), shared Gujarat’s roadmap for accelerating renewable energy deployment and positioning the state as a leading hub for green hydrogen production.

Addressing the summit virtually, Babu highlighted Gujarat’s significant contribution to India’s clean energy ambitions and reaffirmed the state’s commitment to supporting the country’s long-term sustainability and energy security goals.
Gujarat Strengthening India’s Renewable Energy Landscape

Speaking about Gujarat’s clean energy journey, Babu noted that the state has emerged as one of India’s leading renewable energy destinations, supported by strong industrial growth, favourable policies, and abundant solar and wind resources.

He said Gujarat continues to expand its renewable energy portfolio through large-scale solar parks, wind energy projects, and integrated renewable energy developments. These initiatives are expected to contribute substantially to India’s target of expanding non-fossil fuel energy capacity over the coming years.

Green Hydrogen Becomes a Strategic Priority
A major focus of the presentation was Gujarat’s growing emphasis on green hydrogen. Babu highlighted that the state is working towards creating a comprehensive hydrogen ecosystem by promoting production, storage, transportation, and industrial utilisation.

According to him, Gujarat has set ambitious targets for renewable energy generation dedicated to green hydrogen production, recognising hydrogen as a critical solution for decarbonising sectors such as refining, fertilisers, chemicals, steel, and heavy transport.
He noted that increasing global demand for low-carbon fuels presents significant opportunities for India, with Gujarat well-positioned to become an important production and export hub.
Expanding Solar, Wind and Offshore Energy
Babu highlighted Gujarat’s continued investments in utility-scale solar and wind energy projects, which have enabled the state to build one of the country’s largest renewable energy capacities.
He also discussed the growing focus on offshore wind energy, describing it as the next frontier in India’s renewable energy transition. Gujarat’s long coastline provides favourable conditions for offshore wind development, and pilot initiatives are expected to pave the way for future commercial-scale projects.
The integration of solar, wind, and emerging energy technologies is expected to strengthen grid reliability while supporting large-scale green hydrogen production.
Policy Support Driving Investment
The Managing Director emphasised that supportive policy frameworks have been instrumental in attracting investments into Gujarat’s renewable energy sector. The state is developing dedicated policies aimed at encouraging green hydrogen production, infrastructure development, and private sector participation.
Pilot projects involving hydrogen applications and blending technologies are already being explored to evaluate commercial feasibility and support future large-scale deployment.
These initiatives are expected to create new opportunities across the clean energy value chain while strengthening Gujarat’s competitiveness in emerging global hydrogen markets.
Infrastructure and Innovation to Enable Growth
Babu stressed that the success of the green hydrogen ecosystem will depend on robust infrastructure, technological innovation, and collaboration between government, industry, and research institutions.
Investments in renewable energy generation, transmission networks, port infrastructure, and industrial clusters will be critical for enabling cost-effective hydrogen production and distribution.

He also highlighted the importance of advancing technology to improve efficiency and reduce production costs, helping make green hydrogen commercially competitive.
Gujarat Positioned for Long-Term Leadership
The summit discussions highlighted Gujarat’s strategic advantages, including its strong industrial base, extensive coastline, renewable energy resources, and policy support. These factors position the state to play a significant role in India’s transition towards a low-carbon economy.
Participants agreed that continued collaboration, innovation, and investment will be essential for scaling renewable energy and hydrogen technologies while supporting national energy security and climate objectives.
Babu concluded by reaffirming Gujarat’s commitment to driving clean energy innovation and contributing to India’s emergence as a global leader in renewable energy and green hydrogen.
