NITI Aayog Launches CPO Portal to Strengthen Real-Time Governance and Last-Mile Delivery

NITI Aayog has launched the Central Prabhari Officer (CPO) Portal, a new digital platform aimed at strengthening real-time governance, improving coordination among stakeholders, and accelerating last-mile delivery under the Aspirational Districts and Blocks Programme (ADP/ABP).


The initiative is designed to bridge the gap between field-level observations and administrative action through a technology-driven governance framework.

Real-Time Monitoring and Faster Decision-Making

The CPO Portal will allow Central Prabhari Officers (CPOs) to submit observations and recommendations directly from the field using mobile devices in real time.


Once uploaded:

  • The data becomes instantly visible on the platform
  • District administrations can review suggestions and take action
  • Responses and updates can be submitted directly through the system
  • State Planning Secretaries can monitor implementation across departments
  • Officials from NITI Aayog and line ministries can track progress centrally

The platform is expected to create a seamless coordination mechanism between district administrations, states, and the central government.


Focus on Transparent and Responsive Governance

Speaking on the launch, Nidhi Chhibber, CEO of NITI Aayog, said the portal marks an important step towards building a transparent, responsive, and high-trust governance ecosystem.

She highlighted that real-time field insights captured through the portal would help ensure that policy actions and administrative interventions are based on actual ground-level requirements.

Strengthening Aspirational Districts Programme

The portal has been introduced as part of efforts to improve governance outcomes in Aspirational Districts and Blocks, which focus on improving development indicators in underserved regions.

According to Rohit Kumar, Additional Secretary and Mission Director of ADP/ABP at NITI Aayog, the platform has been designed to support data-driven governance by enabling faster communication, structured monitoring, and timely administrative response.

A Unified Digital Governance Platform

Officials said the CPO Portal will serve as a unified digital interface connecting field officers, district administrations, state governments, and central ministries.

Key objectives include:

  • Improving accountability and transparency
  • Enhancing coordination across departments
  • Enabling faster implementation of schemes
  • Strengthening monitoring of development programmes
  • Supporting evidence-based policymaking

Towards Smarter Governance

With the launch of the CPO Portal, NITI Aayog is pushing forward its vision of technology-enabled governance that is more efficient, responsive, and citizen-centric.

The platform is expected to significantly improve implementation efficiency and strengthen administrative responsiveness in some of the country’s most development-focused districts and blocks.
