The Department of Digital Technologies & Governance (DDT&G), Government of Himachal Pradesh, is committed to leveraging emerging technologies, including Artificial Intelligence (AI), to enhance public service delivery and strengthen governance frameworks in the State. AI is being envisioned as a transformative enabler to bridge accessibility gaps, optimise administrative efficiency and create citizen-centric digital ecosystems.

AI-Enabled Automation in Service Delivery

HIMSeva portal is the unified e-service delivery platform of Himachal Pradesh, and more than 500 services of various departments are being provided through this platform.

Artificial Intelligence (AI)–based document verification has been integrated into the HIMSeva Portal to enhance efficiency, accuracy, and citizen convenience in public service delivery. The AI-enabled system serves as a validation mechanism that automatically scans uploaded documents in real-time, detecting discrepancies from filled-up entries such as mismatches in names or dates of birth, and identifies incorrect or irrelevant submissions. Citizens receive instant alerts to rectify errors before final submission, reducing rejections, saving time, and accelerating service delivery.

Generative AI in Public Grievance Redressal

The Mukhya Mantri Seva Sankalp Helpline (1100) is being upgraded using Generative AI and Natural Language Processing (NLP) to enable faster, context-aware, and more accurate responses to citizen queries. This enhancement will improve the efficiency of grievance resolution while ensuring accessibility in local linguistic.

AI-Enabled Dastavez Portal

Artificial Intelligence is being integrated into the State’s central document management system (Dastavez Portal) to enable advanced semantic search, automated categorisation, and intelligent retrieval of government records, thereby improving administrative productivity and information accessibility.

Building Foundational AI Infrastructure

To support scalable AI adoption, work is underway to establish a dedicated AI Data Centre equipped with high-performance computing infrastructure, including GPUs and AI-optimised processing environments. This facility will host customized, in-house AI solutions tailored to the State’s unique governance needs.

Flagship Use Case: AI-Based Document Verification in HIMSeva

A key flagship initiative under Himachal Pradesh’s AI-driven governance framework is the integration of Artificial Intelligence (AI)–based document verification within the HIMSeva Portal, the State’s unified e-service delivery platform. This AI-enabled capability functions as a validation layer that automatically scans, interprets, and verifies documents uploaded by applicants during the service application process.

Traditionally, the verification of certificates, beneficiary documents, and supporting records relied on manual scrutiny, resulting in processing delays, inconsistencies, and increased administrative burden.

The AI-enabled system now automates document recognition, data extraction and anomaly detection, thereby enhancing efficiency, accuracy, and reliability in the verification workflow.

The system detects common deficiencies such as mismatches in name or date of birth between application details and supporting documents, as well as the submission of incorrect or irrelevant files. Applicants are proactively alerted to such discrepancies before final submission, enabling timely correction at the initial stage. This significantly reduces application rejections, minimises repeated visits by citizens, and accelerates overall service delivery timelines.

Himachal Pradesh aims to adopt Artificial Intelligence in a phased, secure, and citizen-centric manner to strengthen governance and public service delivery further. The Department of Digital Technologies & Governance, Himachal Pradesh, will continue to focus on scalable AI infrastructure, responsible data use, and capacity building across departments, to improve the overall quality of life for citizens while supporting inclusive and sustainable development.
