Uttar Pradesh is steadily carving out a place on the global healthcare manufacturing map, with the state government stepping up efforts to attract investments in medical devices and pharmaceutical production. Backed by policy support, large industrial parks and a strong healthcare ecosystem, the state aims to become a preferred destination for high-end medical technology and critical drug manufacturing.

The push comes at a time when global companies are actively looking to diversify their supply chains under the “China-plus-one” strategy, creating an opportunity for India—and Uttar Pradesh in particular—to emerge as a reliable alternative.

Policy Push and Investor Outreach

To accelerate growth, the state has rolled out the Uttar Pradesh Pharmaceutical and Medical Device Policy, 2023. The policy offers fiscal incentives, faster approvals and a single-window clearance system to ease the entry of domestic and global players.

Officials are already in talks with international medical technology companies such as Philips and GE HealthCare to set up manufacturing facilities at the YEIDA Medical Device Park near Jewar. At the same time, leading Indian pharmaceutical companies including Sun Pharma, Zydus Lifesciences, Torrent Pharmaceuticals and Dr. Reddy’s Laboratories have been invited to explore investment opportunities and discuss infrastructure needs in the state.

YEIDA Medical Device Park Takes Shape

Spread across 350 acres along the Yamuna Expressway, the YEIDA Medical Device Park is being developed as India’s first integrated hub for advanced and critical-care medical devices. The park focuses on manufacturing equipment used in oncology, radiology, anaesthetics, cardio-respiratory care, implants and in-vitro diagnostics.

So far, more than 100 units have been allotted across different segments, including cancer care, imaging, implants and diagnostics. The government is also considering additional policy support for cancer-care units to strengthen domestic manufacturing in this critical area.

Bulk Drug Parks to Reduce Import Dependence

In parallel, Uttar Pradesh is investing in bulk drug parks to manufacture active pharmaceutical ingredients (APIs), drug intermediates and key starting materials. These facilities are aimed at reducing India’s dependence on imports, particularly from China.

A 1,500-acre bulk drug park is being developed in Lalitpur, while around 28,000 acres near Bundelkhand and Jhansi have been identified for future expansion. The state plans to invest nearly ₹2,000 crore in bulk drug parks and an additional ₹350–500 crore in medical technology parks.

Strong Healthcare and Research Backbone

The state’s growing manufacturing ambitions are supported by a robust healthcare and research ecosystem. Institutions such as CDRI, CIMAP, ITRC and NBRI in Lucknow, along with NIPER in Rae Bareli, provide strong research and development capabilities. Leading medical institutions like King George’s Medical University, SGPGIMS and Dr. Ram Manohar Lohia Institute further support clinical trials, skill development and product validation.

Right Timing, Growing Confidence

With global supply chains under pressure due to geopolitical tensions and pandemic disruptions, experts believe Uttar Pradesh’s timing is strategic. Its central location, improving infrastructure, policy incentives and skilled workforce make it an attractive long-term base for global healthcare manufacturers.

Advisor to the Chief Minister, Dr. G.N. Singh, said discussions are ongoing with Japanese medical device manufacturers and Indian pharma leaders to position the state as a trusted manufacturing alternative for global markets.

Industry observers note that Uttar Pradesh’s coordinated policy approach and focus on infrastructure and ease of doing business could help the state emerge as a significant global hub for medical devices and pharmaceuticals in the coming years.
