The Union Cabinet, chaired by the Prime Minister, has approved the Department of Scientific and Industrial Research / Council of Scientific and Industrial Research (DSIR/CSIR) scheme on “Capacity Building and Human Resource Development,” with a total outlay of ₹2,277.397 crore for the Fifteenth Finance Commission cycle (2021-22 to 2025-26).

Implemented by CSIR, the scheme will extend to R&D institutions, national laboratories, Institutes of National Importance, Institutes of Eminence, and universities across India. It aims to provide a strong platform for young researchers aspiring to pursue careers in universities, industry, national laboratories, and academic institutions. Guided by eminent scientists and professors, the initiative is designed to accelerate growth in Science, Technology & Engineering, Medical, and Mathematical Sciences (STEMM).
The scheme plays a crucial role in advancing India’s Sustainable Development Goals (SDGs) for the S&T sector by increasing the number of researchers per million population. By building capacity and expanding the pool of high-quality human resources, the initiative reinforces India’s scientific and technological base.

Over the last decade, India’s consistent investments in R&D have resulted in remarkable achievements. The country improved its position in the Global Innovation Index (GII) to the 39th rank in 2024 as per WIPO rankings. India also ranks among the top three globally in terms of scientific paper publications, according to NSF, USA data. DSIR’s scheme has supported thousands of research scholars and scientists, whose contributions have significantly advanced India’s S&T ecosystem.

The approval also marks a milestone in CSIR’s 84 years of service to scientific and industrial research. The umbrella scheme, “Capacity Building and Human Resource Development (CBHRD),” encompasses four sub-schemes: (i) Doctoral and Postdoctoral Fellowships, (ii) the Extramural Research Scheme, Emeritus Scientist Scheme, and Bhatnagar Fellowship Programme, (iii) Promotion and Recognition of Excellence through Awards, and (iv) Knowledge Sharing through Travel and Symposia Grants.

This initiative reflects the Government’s strong commitment to creating a robust R&D-driven innovation ecosystem and positioning Indian science for global leadership in the 21st century.
