New Delhi, July 15, 2025 – Union Commerce and Industry Minister Piyush Goyal announced that the Central Government will soon issue fresh guidelines aimed at promoting first-time exporters, with a particular focus on new markets and new products. The initiative seeks to strengthen India’s export ecosystem by integrating grassroots entrepreneurship with national and international trade ambitions.
Speaking at a recent event, the minister emphasised the importance of district-level collaboration in achieving this goal. “The Ministry of Commerce will work in close partnership with districts to identify and promote first-time exporters, thereby helping them gain access to new and emerging global markets,” he said.
Goyal highlighted the key role played by India’s 773 districts in shaping the country’s export success story. He reiterated the government’s commitment to the One District One Product (ODOP) initiative, calling it a transformational programme that showcases India’s diversity and craftsmanship on the global stage. “Each district brings with it a legacy of unique products. From Wayanad’s coffee and Ratnagiri’s mangoes to Pulwama’s saffron, India’s local treasures are ready to win international acclaim,” he said.
The minister underscored the importance of recognising multiple products from the same district under ODOP, given the range of unique offerings across the country. He said that promoting these products is key to making local economies more vibrant and export-oriented.
Goyal further noted that 64 out of 87 ODOP products have already been integrated into the Industrial Investment Promotion Policy. Notably, all 38 districts of Bihar have achieved 100% coverage under ODOP. The state has also included these products in its industrial policy framework and has been categorised as Category A, demonstrating high prioritisation of the initiative.
He remarked that the integration of ODOP into state-level economic planning is a model other states could follow. “When local industries are integrated into the policy and economic structure, it becomes a catalyst for inclusive growth,” he noted.
Goyal called on stakeholders at all levels, government bodies, exporters, and entrepreneurs to commit themselves to making ODOP a key engine for district-level prosperity. “Let us take a pledge to make ODOP the cornerstone of our districts’ economic progress and a bridge to global markets,” he urged.
The new guidelines are expected to offer targeted support mechanisms for budding exporters, including market intelligence, product development, and logistical facilitation. With these measures, the government aims to not only expand India’s export base but also realise the vision of Viksit Bharat through grassroots-driven trade.
