In a landmark move for Indian democracy, Bihar has launched the nation’s first mobile-based e-voting system during municipal elections held across six urban local bodies. This innovative approach, aimed at enhancing electoral participation, primarily targets voters who face challenges reaching physical polling stations, such as senior citizens, persons with disabilities, pregnant women, migrant workers, and seriously ill individuals.
The pilot initiative was officially implemented on June 28, 2025, in three councils within Patna and two others in Rohtas and East Champaran districts. Bihar State Election Commissioner Deepak Prasad, while announcing the launch, described it as a significant milestone in India’s electoral reforms.
“This is the first time voters in India can cast their votes using a mobile phone,” stated Prasad. “Strong digital security measures have been implemented to ensure the process is safe, transparent, and tamper-proof.”
Technology Behind the E-Voting System
Developed by the Centre for Development of Advanced Computing (C-DAC), the mobile e-voting platform—named e-SECBHR—is currently available for Android users. It incorporates several layers of advanced technology to safeguard the integrity of the electoral process:
- Blockchain integration ensures that each vote is recorded in a secure and immutable digital ledger.
- Facial recognition and biometric matching confirm the identity of voters during login and vote casting.
- Digital scanning and Optical Character Recognition (OCR) facilitate accurate vote counting.
- Audit trails akin to VVPATs offer verification and traceability of every vote cast.
- Digital locks have also been implemented in EVM strongrooms to reinforce parallel security for traditional ballots.
To curb any potential misuse, the system allows only two registered voters to log in from a single mobile number, and every vote is linked and verified through the voter’s unique ID credentials.
Registration and Voting Procedure
Voters willing to opt for mobile e-voting need to follow a simple process:
- Download the e-SECBHR app from the Google Play Store.
- Link the app to the mobile number registered in the electoral roll.
- Upon successful verification, voters can cast their ballot via the app or the official website of the State Election Commission on polling day.
Officials have assured that the interface is user-friendly and inclusive, ensuring ease of use even for first-time digital voters.
Impact and Future Implications
As of June 27 evening, approximately 10,000 voters had registered for mobile e-voting, with expectations that around 50,000 individuals could cast their vote through the system. The initiative not only demonstrates the growing potential of digital transformation in governance but also signals a future where technology could bridge the gap in electoral access.
While the pilot has generated significant interest, it remains unclear whether the mobile e-voting facility will be extended to the upcoming Bihar Assembly elections slated for October–November 2025.
By setting a national precedent, Bihar’s move may inspire other states to explore digital voting avenues to strengthen participatory democracy across the country.
