Nagar Nigam Jaipur Heritage (NNJM) is embracing the digital age with a series of ambitious e-governance initiatives aimed at enhancing efficiency, improving citizen services, and fostering a smarter, more sustainable urban environment.

Leveraging cutting-edge technologies, NNJM is transforming its operations across various sectors, from waste management to education. Let’s delve into some of the key projects that are shaping the future of Jaipur.


1. Integrated Command & Control Center (ICCC):

The Nerve Center of Smart Governance At the heart of NNJM’s digital transformation lies the Integrated Command & Control Centre, acting as a central hub for real-time monitoring and intelligent decisionmaking. This comprehensive system integrates various functionalities:


  • Optimised Heritage SWM Operations & Citizen Grievances Management: The ICCC provides a 360-degree view of Solid Waste Management (SWM) operations, enabling real-time monitoring of heritage areas. Simultaneously, it streamlines citizen grievance management by integrating various complaint channels for swift resolution.
  • Intelligent Location Driven Decisions with Real-time GIS Integration: By integrating existing Geographic Information System (GIS) data, the ICCC facilitates intelligent location-driven decisions, such as optimised route mapping for various municipal services.
  • Intelligence Driven MIS Reporting: Custom Management Information System (MIS) reports tailored to the needs of different stakeholders provide valuable insights for effective governance. l Efficient Waste Fleet Management: Real-time monitoring and maintenance of the waste collection fleet ensure operational efficiency and timely service delivery.
  • Streamlined Concessionaire Management: The system monitors contractors’ productivity, manages billing, and implements penalty mechanisms for better control and accountability.
  • Effective Manpower Management: Attendance and payroll management are digitised using smart GPS devices, leading to improved efficiency and transparency.

B. Smart Wi-Fi Solution: Connecting the Walled City

Nagar Nigam Jaipur Heritage has implemented a smart Wi-Fi solution covering the entire walled city area through 48 Wi-Fi hotspots with 192 access points. This initiative offers:

  • A highly secure wireless network with SMS-based authentication, ensuring a reliable and consistent user experience.
  • Free access for the first 30 minutes, followed by customizable plans for residents and visitors.
  • A potential revenue generation model for the Nagar Nigam.
  • High-speed internet connectivity with 40 Mbps speed at each hotspot.

Smart Lighting Solution: Illuminating the Heritage with Efficiency

The installation of 779 smart LED nodes on heritage poles represents a significant step towards energy efficiency and enhanced urban aesthetics. This solution allows for:

  • Remote adjustment of lighting from the ICCC.
  • Significant reduction in electricity costs.
  • Dynamic adjustments based on ambient light conditions.
  • A wireless infrastructure minimises cable requirements and bandwidth usage.
  • Real-time status monitoring of the lighting system on a city map

D. Smart City Surveillance: Enhancing Safety and Security

With 184 cameras strategically placed in the walled city (including ANPR, VCC, and surveillance cameras), NNJM is bolstering safety and security. Integrated with the ICCC and Abhay Command, this system has already proven its effectiveness by assisting in 103 police cases. Key features include:

  • Surveillance of markets, major buildings, and traffic to deter crime and enhance public safety.
  • Traffic Analyser capabilities automatically count and classify vehicles for better traffic management.
  • Point-to-point connectivity ensures quicker response times to incidents.
  • Improved planning and resource allocation based on realtime data.
  • Recording of camera outputs for post-incident analysis.

E. Smart Parking Solution: Simplifying Parking Management

NNJM is addressing parking challenges with a comprehensive smart parking solution encompassing both on-street and offstreet options:

  • 1000 on-street parking slots equipped with sensors.
  • Smart parking solutions for four-wheelers in 8 closed parking lots.
  • A user-friendly mobile application for parking discovery, payment, and pre-booking.
  • Integration potential with other parking facilities in the future through the i-connect platform.
  • Options for VIP, seasonal, and event reservations, as well as various monthly/weekly passes.

F. Environmental Sensors: Monitoring the City’s Health Deployment of 16 environmental sensors, specifically designed for Indian atmospheric conditions, provides crucial real-time data on:

  • Air quality.
  • Weather conditions.
  • Ambient noise levels.
  • This data enables informed decision-making for environmental management and public health initiatives.

G. Smart Level Sensor for Sewerage Manhole: Preventing Overflows

The installation of 2000-level sensors at critical manholes in the walled city allows for remote monitoring of sewerage status. This enables:

  • Early detection of manhole overflows.
  • A quick grievance redressal system with SMS alerts to concerned authorities.
  • H. Smart Roof Top Solar: Embracing Renewable Energy
  • Jiapur Nagar Nigam is promoting sustainability through the installation of 4.90 MW of rooftop solar plants. These plants have generated over 2 Crore units of electricity, resulting in a revenue share of Rs. 7.20 Cr. for JSCL. The ICCC facilitates real-time monitoring and data analytics of these solar plants.

2. Works Information Management System (WIMS): Digitising Municipal Works With a project cost of Rs. 10.51 Cr, the implementation of a COTS-based Works Information Management System (WIMS) aims to enhance the efficiency of Jaipur Municipal Corporation (Heritage & Greater) offices. This system manages processes such as:

  • Preparing Administrative & Financial (A&F) sanctions and estimates.
  • Generating Work Orders and Letters of Acceptance (LOA).
  • Managing tender processes and Notice Inviting Tenders (NIT).
  • Handling billing and contract management.
  • Facilitating overall project management.

3. Face Recognition-Based Time and Attendance System: Ensuring Accountability

Investing Rs. 0.84 Cr, Jaipur has implemented a face recognition-based time and attendance system, deploying 120 face recognition machines across all zones and wards. This system:

  • Assigns a unique ID to all employees.
  • Automatically records attendance through eye sensors.
  • Generates automatic reports, improving accuracy and efficiency.

4. STEM VR Lab and Library Digitalisation: Empowering Education

A Rs. 1.41 Cr project focuses on enhancing education through the establishment of an interactive and immersive STEM VR Lab in 5 government schools, equipped with 130 VR headsets.

The initiative aims to:

  • Develop an interactive learning environment aligned with the Rajasthan and Central Board syllabi.
  • Foster student interest in various subjects through virtual content.
  • Train teachers in utilising these innovative teaching techniques.
  • Provide technical experts for ongoing support.
  • Furthermore, the digitalisation of the Maharaja Library includes an online portal for book issuance, CCTV surveillance, and the conservation and digitisation of old archives and books, making knowledge more accessible.

5. 800 MHz Digital Radio Communication System: Enhancing Coordination

A Rs. 1.23 Cr investment has provided Jaipur Nagar Nigam with 220 PMRTS Trunk Radio/Wireless handsets. This system facilitates:

  • Real-time complaint reception at command and control centres.
  • Efficient communication and control of all municipal activities.
  • Improved monitoring of Solid Waste Management.
  • Direct messaging capabilities within a 40-50 km range.
  • Faster response times to incidents and alarming situations.

6. Digitalisation of Maharaja Library: Preserving and Sharing Knowledge

The digitalisation of the Maharaja Library includes the creation of an online system/portal for issuing books, the installation of CCTV surveillance for security, and the crucial task of conserving and digitising old archives and available books, ensuring their preservation and wider accessibility.

Through these comprehensive e-governance initiatives, Nagar Nigam Jaipur is demonstrating a strong commitment to leveraging technology for improved urban management, enhanced citizen services, and a more sustainable future for the Pink City. These projects are not just about adopting new technologies; they represent a fundamental shift towards a more efficient, transparent, and citizen-centric model of governance.
