
The Elets DigiGovernance Knowledge Exchange Summit 2025, organised by the Kerala State IT Mission, under the aegis of the Electronics & IT Department, Government of Kerala, in collaboration with Elets Technomedia, concluded today, 20th June, at The Leela, Kovalam, with resounding success. The event witnessed the convergence of top policymakers, government officials, technology leaders, and innovators from across India, coming together to explore the future of digital governance with a strong emphasis on inclusivity, AI-led innovation, and citizen-first service delivery.
The summit was inaugurated by the Hon’ble Chief Minister of Kerala, Pinarayi Vijayan, who commended the collaborative effort in convening a dialogue of national importance. “Kerala leads the way in reimagining governance through technology, inclusivity, and citizen-first innovation,” he remarked in his address. “In 2023, Kerala achieved a historic milestone by declaring itself a total eGovernance state—this was not symbolic but a result of our decade-long commitment to placing citizens at the heart of governance. I thank the Kerala State IT Mission and Elets Technomedia for bringing together the brightest minds from government and industry to exchange transformative ideas for public service delivery.

Highlighting the progress Kerala has made, the Chief Minister cited several flagship achievements: the e-District platform has delivered over 10 crore digital certificates, while the eOffice system has brought transparency to all Secretariat departments. Public Wi-Fi in over 2,000 hotspots now connects more than 30,000 citizens daily, and the eSevanam portal offers over 900 services from 80+ departments. Kerala’s cybersecurity framework, CERT-K, is now considered a national benchmark.

Seeram Sambasiva Rao, IAS, Special Secretary, Electronics & IT Department, Government of Kerala, and Programme Chair of the Summit, emphasized the state’s commitment to purposeful technological transformation. “Kerala leads by example where technology meets purpose and governance meets people. The theme, Reimagining Governance in the Age of AI, could not be more timely. Technology, while serving as an enabler and force multiplier, reaches its true potential only when rooted in strong systems and driven by the aspirations of the people. Kerala today stands as a beacon of this confluence—where vision meets action and digital tools empower real change.”

The summit featured power-packed panel discussions with participation from leaders such as Ashok Kumar K Meena (Secretary, Ministry of Jal Shakti), Anju Sharma (Additional Chief Secretary, Government of Gujarat), K.R. Jyothilal (Additional Chief Secretary, Government of Kerala), Dr. Rajan N. Khobragade (Additional Chief Secretary, Health & Family Welfare, Government of Kerala), Puneet Kumar (Additional Chief Secretary, Power Department, Government of Kerala), Abha Shukla, and Dr. Usha Titus (CMD, ASAP Kerala), along with several other key speakers from twenty states across India. They shared insights on crucial themes such as predictive analytics for governance, AI-based automation, universal access to clean water, cybersecurity in the age of AI, and citizen-centric communication.

Delivering the welcome address Dr. Ravi Gupta, Founder, CEO, and Editor-in-Chief of Elets Technomedia said, “Kerala is the most literate state in the country and leads in key indicators like health, education, and digital inclusion. It is also emerging as a major IT and startup hub with expanding global capability centres. Through this summit, we aim to spotlight Kerala’s leadership and provide a national platform for exchanging ideas that accelerate the vision of Viksit Bharat 2047.”
One of the major highlights of the day was the launch of a special edition of eGov Magazine, dedicated entirely to Kerala’s digital governance journey. The magazine features key projects like eDistrict, Akshaya Centres, Ente Bhoomi, eSevanam, and USDP, capturing Kerala’s transformation into a model state for digital inclusion, scalability, and citizen empowerment.
The event also witnessed the prestigious Elets DigiGovernance Excellence Awards 2025 being conferred upon government departments, key policymakers, technologists, and innovators who have demonstrated exemplary work in public service transformation. These awards celebrated successful deployments of digital tools that have made governance more accessible, responsive, and transparent.
The summit received robust support from key government institutions including KELTRON, KFON, KSITIL, KITFRA, C-DIT, K-DISC, Smart City Trivandrum, Technopark, and ICT Academy Kerala. Technology and corporate partners such as Palo Alto Networks, Canara Bank, AWS, Nutanix, CP Plus, Pinnacle, StarOne IT, Check Point, iValue, CMS Computer, Zebronics, CtrlS, OpenText, and others also played a critical role in amplifying the reach and impact of the summit.
As the event concluded, there was a unified call for continued collaboration among government stakeholders, technology providers, and civil society to accelerate the digital transformation journey. The 13th edition of the Elets Knowledge Exchange Summit was not just an event—it was a powerful reflection of India’s collective ambition to make digital governance inclusive, intelligent, and impactful.
