
In a major step towards streamlining administrative operations and modernising government infrastructure, nine key ministries and departments of the Central Government have been allotted space in the newly constructed Common Central Secretariat Building-03 (CCS-03) under the Central Vista redevelopment project. This marks a significant milestone in India’s ambitious plan to centralise and upgrade its administrative framework along the Kartavya Path.
Previously housed in various iconic yet ageing buildings such as Shastri Bhawan, Krishi Bhawan, Nirman Bhawan, Vigyan Bhawan, and even the historic North and South Blocks, the concerned ministries will now begin shifting operations to the state-of-the-art CCS-03 facility. The move is part of a broader strategy to improve inter-ministerial coordination, enhance space utilisation, and offer a modern working environment for government officials.

On Wednesday, nine ministries and departments were issued floor plans in the CCS-03 building, outlining specific rooms and levels for occupation. These include the Ministry of Home Affairs, Ministry of External Affairs, Ministry of Petroleum & Natural Gas, Ministry of Micro, Small and Medium Enterprises (MSME), Ministry of Rural Development, Department of Land Resources, Department of Personnel & Training (DoPT), and the Office of the Principal Scientific Adviser.

Each ministry has been allocated detailed sections across various floors. For instance, the Ministry of Home Affairs will occupy the fourth to sixth floors, while the Ministry of External Affairs and the Office of the Principal Scientific Adviser will share spaces on the third floor. The Ministry of Petroleum & Natural Gas has been assigned ground and first-floor areas, whereas DoPT’s space spans from the Upper Ground to the First Floor. Similarly, the MSME and Rural Development ministries will share portions of the second and ground floors, respectively.

To ensure an organised and efficient relocation process, the Central Public Works Department (CPWD) has established a dedicated Facilitation Centre within the CCS-03 complex. This centre is tasked with assisting the transitioning ministries in inventory management, orientation with the building’s infrastructure, understanding security and safety protocols, and planning physical movement and logistics, including parking allocations.

All ministries have been directed to appoint nodal officers to coordinate with the Facilitation Centre, ensuring seamless communication and minimising disruptions during the move. The phased relocation process is expected to commence shortly, with departments gradually vacating their existing premises in favour of the modern CCS facilities.
The Central Vista redevelopment is one of the most transformative infrastructure projects in the history of India’s administrative evolution. The allocation of offices within CCS-03 represents a key development towards a centralised, digitised, and future-ready governance ecosystem.
