Ambitious Housing Policy 2025

In a landmark decision aimed at redefining urban housing in the state, the Maharashtra Cabinet has approved the State Housing Policy 2025, titled Majhe Ghar – Majha Adhikar (My Home – My Right). This comprehensive policy outlines an ambitious plan to construct 35 lakh affordable homes by 2030 with an estimated investment of ₹70,000 crore, marking the most significant housing initiative since 2007.

Designed to address the rising demand for inclusive and sustainable housing, the policy focuses on the Economically Weaker Sections (EWS) and Lower Income Groups (LIG), while extending benefits to various other segments, including students, working women, government employees, and industrial workers. In addition, the policy aims to build 50 lakh homes over a ten-year horizon to accommodate the state’s rapidly urbanising population.


One of the major innovations in the policy is the rent-to-own model, which allows eligible individuals to rent homes for up to ten years with the option to purchase them later. This provision is expected to particularly benefit mobile and migrant populations such as students, hospital workers, and women in the workforce.

To empower cooperative housing societies to undertake self-redevelopment of ageing buildings, the state has allocated ₹2,000 crore and proposed the formation of a Self-Redevelopment Cell. This cell will assist societies with planning, funding, and execution, encouraging redevelopment without depending on private developers.


A key focus area of the policy is the development of climate-resilient and green housing infrastructure. The government plans to integrate Global Housing Technology Challenge (GHTC) practices to promote sustainable and disaster-resistant construction techniques. These efforts align with Maharashtra’s broader climate adaptation strategy, especially in cities vulnerable to heatwaves, floods, and seismic activity.

A central component of the policy is the creation of a State Housing Information Portal (SHIP), which will serve as a digital backbone for all housing-related data. Powered by artificial intelligence, SHIP will consolidate geo-tagged information on housing demand and supply, fund allocation, land acquisition, and project status. The portal will integrate with systems such as MahaRERA, Mahabhulekh, and PM Gati Shakti, ensuring transparency and real-time governance.

Deputy Chief Minister and Housing Minister Eknath Shinde highlighted the policy’s alignment with the NITI Aayog’s G-Hub recommendations and emphasised the government’s commitment to contribute significantly to the ₹20,000 crore viability gap fund needed to boost private investment in affordable housing.

The policy also embraces the ‘Walk to Work’ concept by mandating that 10% to 30% of land in industrial areas be earmarked for residential purposes. This is intended to reduce commuting times and enhance work-life balance for workers in industrial zones.

To address the needs of the urban poor, the policy promotes cluster-based slum rehabilitation, aiming to revitalise informal settlements with planned infrastructure. Inclusive housing provisions under the UDCPR and DCPR rules will apply across all metropolitan regions with populations exceeding 10 lakhs.

To ensure effective implementation and oversight, a state-level Supreme Grievance Redressal Committee will be established to resolve disputes, monitor construction quality, and ensure timely project completion under frameworks such as DCPR 2034 and the MHADA Act.

Industry leaders have welcomed the policy. Prashant Sharma, President of NAREDCO Maharashtra, termed it a “commendable step” towards housing for all. Niranjan Hiranandani, Chairman of NAREDCO, applauded the government’s vision for addressing redevelopment challenges and unlocking urban land potential.
