
Chandigarh has reaffirmed its commitment to modern urban infrastructure by advancing its smart parking initiatives. In a significant move, the General House of the Chandigarh Municipal Corporation on Wednesday approved the implementation of smart parking systems across 87 paid parking sites in the city, introducing revised rates and new operational protocols.
Under the new framework, both four-wheelers and two-wheelers will benefit from complimentary parking for the first 15 minutes, after which standard parking charges will apply. This initiative not only aims to streamline parking management but also promotes quick turnaround for short-term parking, enhancing convenience for city residents and visitors.
The agenda item, tabled before the House, faced no opposition as 18 councillors from the Congress and Aam Aadmi Party boycotted the meeting. Following detailed discussions, the General House passed the resolution, annulling the existing Request for Proposal (RFP). Subsequently, a committee meeting held on April 22, 2025, deliberated on key aspects for drafting a new RFP under the Public-Private Partnership (PPP) model.
The committee’s discussions encompassed crucial elements such as integration of smart features, GST compliance, stamp duty, baseline revenue estimation, parking rates, operational zones, and mechanisms for data protection and revenue sharing. Notably, it was recommended that a robust system for capturing accurate data on vehicle stay duration be incorporated into the plan, ensuring transparent and efficient management.

Municipal Corporation officials confirmed that parking fees will continue to be collected at entry points of paid parking areas as per existing rates. To enhance data accuracy, vehicle information will also be recorded at exit points using POS machines. The Society for Promotion of IT in Chandigarh (SPIC) will be tasked with providing integrated software for the POS systems, enabling precise tracking of vehicle durations and facilitating the preparation of the RFP for the smart parking solution.

With this progressive step, Chandigarh further solidifies its position as a leader in smart city innovations. The city plans to float tenders soon for the smart parking system, reflecting its commitment to adopting advanced urban mobility solutions.
Additional Resolutions Passed
In other decisions, the House discussed the imposition of a compound surcharge penalty at 10 percent of the total water bill. The proposal seeks to amend Clause 13 A (1) to stipulate that consumers who fail to clear their water charges, including arrears and surcharges, will incur a penalty amounting to 10 percent of the total dues. This matter was referred to the Water Committee for further examination.

Furthermore, the House approved a table agenda item regarding the renewal and reinstatement of outsourced employees engaged by the Municipal Corporation’s fire and rescue service. These employees, whose contracts were not renewed after April 1, will now see their services reinstated following the House’s approval.
