
In a landmark development for India’s technological landscape, the Government of Andhra Pradesh has formalised strategic partnerships with IBM, Tata Consultancy Services (TCS), and Larsen & Toubro (L&T) to establish the country’s first Quantum Valley Tech Park in Amaravati. The Memoranda of Understanding (MoUs) were signed on Friday, marking a pivotal step toward positioning India as a global leader in quantum computing.
Chief Minister N. Chandrababu Naidu announced that the Quantum Valley is scheduled to be inaugurated on January 1, 2026. The initiative will feature IBM’s state-of-the-art 156-qubit Quantum System Two, which will be the largest quantum computing installation in India to date. Lauding the occasion as a historic milestone, Naidu highlighted Andhra Pradesh’s vision to lead the quantum revolution, much like its instrumental role in the country’s IT transformation during the 1990s.
Reflecting on the state’s progressive journey, Naidu cited past milestones, such as the computerisation of 700,000 government records and the launch of AP Online. He emphasised the government’s current focus on “WhatsApp governance,” wherein public services are being made accessible via voice commands. “Quantum computing is the foundation for next-generation governance and innovation. Today marks a transformative moment, not only for Andhra Pradesh but for India as a whole,” Naidu remarked.
The Chief Minister underscored the critical importance of a collaborative ecosystem involving academia, start-ups, and global partners. He advocated for a model inspired by Silicon Valley, bolstered by real-time data analytics and inclusive public policy. Noting the active support from TCS in analyzing data for 17 million families under the P4 initiative, Naidu reiterated his commitment to ensuring that financial limitations would not impede progress. He called for a swift and scalable execution strategy to establish a national benchmark.

Naidu also revealed plans to engage with the Central Government and stated that Prime Minister Narendra Modi, who has expressed strong interest in the project, would be briefed shortly. Drawing parallels with the rapid development of Hyderabad’s HITEC City within 15 months, Naidu expressed confidence that the Quantum Valley project could achieve even faster completion. He confirmed that L&T has already reviewed the project site, and he directed parallel development of both the main quantum facility and its supporting innovation ecosystem. Two dedicated committees will be formed to expedite infrastructure development and ecosystem building.

IBM Quantum Vice President Jay Gambetta, in an official statement, described the deployment of Quantum System Two in Amaravati as a significant step for India’s quantum ambitions. He expressed optimism that the partnership with TCS and the Andhra Pradesh government would accelerate the advancement of quantum algorithms and applications.
TCS Chief Technology Officer Dr. Harrick Vin detailed the company’s hybrid computing strategy, integrating quantum with classical computing systems to drive breakthroughs in various fields, including life sciences, materials research, and cryptography. C.V. Sridhar of TCS noted that their Co-Innovation Network (COIN) and extensive quantum research efforts would empower 43 research centres across 17 states to address practical use cases in areas such as cybersecurity, supply chain optimisation, and infrastructure resilience.

IBM’s Vice President for Quantum Adoption, Scott Crowder, highlighted the broader significance of the collaboration, describing quantum computing as the cornerstone of the “second quantum revolution.” He emphasised its far-reaching impact, from advancing electric vehicle battery technologies to enhancing financial anomaly detection.
This ambitious initiative places India firmly on the global quantum map, underscoring its commitment to pioneering technologies that will shape the future of science, industry, and governance.
