
In a high-level bureaucratic reshuffle, the Government of India has appointed new secretaries to several crucial departments, with a special focus on revamping the administrative leadership within the Ministry of Finance. The move impacts departments of Revenue, Expenditure, and Economic Affairs, aligning them with the government’s evolving economic strategy and policy implementation goals.
Key appointments include:
- Arvind Shrivastava (Karnataka cadre, 1994 batch) – Appointed as Secretary, Department of Revenue. Formerly Additional Secretary in the PMO, he brings extensive experience in economic planning and policy execution.
- Vumlunmang Vualnam (Manipur cadre, 1992 batch) – Moves from Civil Aviation to become Secretary, Department of Expenditure.
- Anuradha Thakur (Himachal Pradesh cadre, 1994 batch) – Appointed OSD, Department of Economic Affairs; to take over as Secretary post Ajay Seth’s retirement on 30 June 2025.
- Manoj Govil – Transferred from Expenditure to the Cabinet Secretariat as Secretary (Coordination).
- Vivek Aggarwal – From Revenue to Secretary, Ministry of Culture.
- Moses Chalai – Appointed Secretary, Department of Public Enterprises (DPE), replacing interim charge held by Arunish Chawla.

Several other appointments have been made across Labour, Tourism, and allied ministries. The government stated that all changes take immediate effect, underscoring its commitment to administrative efficiency and reform.
